CALL TO ORDER

Mayor Pro Tem Brenda Thompson called to order the regular meeting of the Rutledge City Council. Council members Bruce Altznauer and Tim Smith were present as were members of the public. Council member Chad Cook was absent.

APPROVAL OF MINUTES

Tim Smith made motion to approve the minutes of the May 18, 2015 meeting as submitted. Bruce Altznauer seconded, all voted in favor and motion carried.

PRESENTATION OF PLAQUE

Mayor Pro Tem Brenda Thompson presented James Bratcher with a plaque for ten years of service to the City and citizens of Rutledge.

CONSIDER TO DECLARE THE ABSENCE OF THE MAYOR, AS PROVIDED BY SECTION 2.31 OF THE CHARTER OF THE CITY OF RUTLEDGE, AS A RESULT OF HIS TENDER OF RESIGNATION ON MAY 18, 2015

Tim Smith made motion to declare the absence of the mayor James Bratcher as provided by section 2.31 of the city charter as a result of his resignation on May 18, 2015. Bruce Altznauer seconded, all voted in favor and motion carried.

CONSIDER ISSUING A CALL FOR A SPECIAL ELECTION FOR THE PURPOSE OF FILLING THE UNEXPIRED FOUR YEAR TERM OF MAYOR COMMENCED ON JANUARY 1, 2014 ELECTION TO TAKE PLACE ON 3RD DAY OF NOVEMBER 2015.

Bruce Altznauer made motion to issue a call for a special election for the purpose of filling the unexpired four year term of the office of Mayor and said term having commenced on January 1, 2014 and that this resolution be delivered to the Election superintendent for Morgan County. Tim Smith seconded, all voted in favor and motion carried.

CONSIDER ISSUING A CALL FOR A SPECIAL ELECTION FOR SUBMITTING TO THE QUALIFIED VOTERS OF RUTLEDGE THE QUESTION FOR APPROVAL OR REJECTION TO OFFER SENIOR RESIDENT PROPERTY OWNERS A $10,000 HOMESTEAD EXEMPTION FROM AD VALOREM TAXES TO BE HELD THE 3RD DAY OF NOVEMBER 2015

Tim Smith made motion to issue a call for a special election to submit to the qualified voters of the City of Rutledge the question for approval or rejection to offer senior resident property owners a $10,000 homestead exemption from ad valorem taxes to be held on the 3rd day of November 2015. Bruce Altznauer seconded, all voted in favor and motion carried.

CONSIDER AUTHORIZING CITY ATTORNEY TO NEGOTIATE WITH THE PROPERTY OWNER OF 130 WEST MAIN STREET OF PROPOSED EXTENSION AND AMENDMENT OF COURT ORDER DATED JANUARY 29, 2015 AND PROVIDE FINES AND SUBMIT ORDER TO COURT FOR CONSIDERATION.

Bruce Altznauer made motion to authorize city attorney to negotiate with property owner at 130 West Main and propose amendment to court order dated January 29, 2015 and provide daily fines upon expiration or extension and submit order to court for consideration. Tim Smith seconded, all voted in favor and motion carried.

CONSIDER AUTHORIZING CITY ATTORNEY TO INITIATE STEPS REQUIRED TO ALLOW THE CITY TO DEMOLISH STRUCTURE LOCATED AT 119 CHURCH ST. AND PROVIDE LIEN TO BE LEVIED ON PROPERTY FOR THE EXPENSE OF SUCH DEMOLITION AND RELATED COSTS.

Tim Smith made motion to table the issue at 119 Church Street. Bruce Altznauer seconded, all voted in favor and motion carried.
