CALL TO ORDER
Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Adam Beckstine, Brandie Owens and Tony Sells were present as were members of the public.
PLEDGE OF ALLEGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Brenda Thompson made motion to approve the minutes of the December 17, 2024, meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.
GARDEN CLUB – LAURIE DICKERSON
Laurie Dickerson addressed the Council and said they were a group of ladies that get together and have fellowship and fun. She said they partnered with UGA to do the mural downtown, the VFW to do the crosses. She said they painted murals at the liquor store. We would like to partner with the Recreation Department and would like to purchase professional decorations for the Gazebo and also like to purchase new planters. We have a raffle once a year to raise money but would like to ask the Council for $1500.00 to help with these purchases. Mayor Altznauer advised that the money would be in the new upcoming FY 25/26 budget that begins in July. Brandie Owens made motion to add $1500.00 in the new FY 25/26 budget for seasonal items for the Garden Club. Brenda Thompson seconded, all voted in favor and motion carried.

ACE HANDYMAN SERVICES – ATTIC QUOTE
Mayor Altznauer said he received an estimate from Ace Handyman to get the old insulation, wires and repair the pull-down stairs here at City Hall. Tony Sells made motion to approve the quote from Ace Handyman for $7,000.00. Adam Beckstine seconded, all voted in favor and motion carried.
HOUSE BILL 581 – DISCUSSION
Mayor Altznauer advised that this bill is to keep assessments for people with homestead exemptions frozen except for inflationary increases. The City of Madison and the County have agreed to this. He said the County can pass a FLOST tax to make up any lost revenue. Debbie Kilgore said a vote did not need to be taken unless the City wanted to opt out. The deadline to opt out is March 1st.
GMA – ROW ORDINANCE – INFORMATION ONLY
Debbie Kilgore said the Council needed to take the ROW information home and look over and she would see if someone from GMA could come to a meeting and talk to them about this. Basically, the City would issue permits to anyone who works on the ROW and there would be a per foot charge. The City would have to adopt an ordinance.
Brenda Thompson made motion to adjourn the meeting at 6:35 pm. Adam Beckstine seconded, all voted in favor and motion carried.
