CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the city council on the above date.  Council members Brenda Thompson , Bill Spann and James Bratcher were present.  Council member Tom Strott was absent.  Members of the public were also present.

ANNOUNCEMENTS

None

APPROVAL OF MINUTES

Brenda Thompson made motion that the minutes of the April 19, 2010 meeting be approved as submitted.  Bill Spann seconded, all voted in favor and motion carried.  Bill Spann made motion that the minutes of the April 28, 2010 meeting be approved as submitted.  James Bratcher seconded, all voted in favor and motion carried.

FINANCIAL UPDATE

Debbie Rutherford gave an update on the checking account and utility billing balances.

CONCRETE QUOTES – RECREATION PARK

Mayor Knight opened each quote and read the name and amount as follows:

Concrete Constructors Inc. - with concrete - $26,372.00 w/o - $11,000.00

Mack White Foundations - with concrete - $20,810.40 w/o - $9,604.80

Les Hancock - with concrete - $19,200.00 w/o - $6,400.00

P & P Remodeling - w/o only - $ 6,403.00

Jenkins Bros - with concrete - $24,012.00 w/o - $13,700.00

Redd Elder - with concrete - $21,037.75 w/o - $7,250.00

Council members discussed calling in Mack White Foundations, Les Hancock and Redd Elder to the budget work session to discuss their quotes.

TREE REMOVAL E. MAIN ST.

Mayor Knight advised the council that Snipes Tree service had submitted a quote to remove the tree on E. Main ST. for $1450.00 but that did not include grinding the stump.

Brenda Thompson said that seemed high if they were not removing the stump.  Mayor Knight asked if the council would give him the authority to get more prices and to negotiate for the tree removal for an amount not to exceed $1500.00.  James Bratcher made motion to give the mayor authority to negotiate the tree removal including the stump grinding with a cost not to exceed $1500.00.  Bill Spann seconded, all voted in favor and motion carried.

AUDIT APPROVAL FOR YEAR ENDING JUNE 30, 2010

Mayor Knight advised that the audit letter for the upcoming year end had been submitted by Robert McAlister with an amount not to exceed $10,200.00.   Brenda Thompson made motion to accept the audit proposal with an amount not to exceed $10,200.00.  Bill Spann seconded, all voted in favor and motion carried.

PROCLAMATION

Not present.

STATE TRANSPORTATION IMPROVEMENT PROGRAM

Mayor Knight advised the council that there was a meeting scheduled on May 24th at  11:00AM to discuss projects in the county and give officials time to inquire or comment on transportation issues and they are invited and encouraged to attend.

JAMES STREET MANHOLE REPLACEMENT

Mayor Knight informed the council that the manhole at James Street was in poor condition and he has one price but at this time he needs to get some more information and would bring it back to them at a later date.

BUDGET WORK SESSION

Debbie Rutherford advised the council that they would need to meet soon and discuss new budget figures.  She advised it would need to be in the next couple of weeks.  The work session date was set for June 8th at 6:00PM.

EXECUTIVE SESSION

Brenda Thompson made motion to leave regular session for the purpose of entering executive session to discuss litigation and personnel issues.  James Bratcher seconded, all voted in favor and motion carried

Brenda Thompson made motion to exit executive session for the purpose of entering regular session.  James Bratcher seconded, all voted in favor and motion carried.

Personnel issues were discussed no action taken.

A letter from Christian Henry regarding representation of the city in the lawsuit filed by Jay Moss and Michael Nabors was discussed.  James Bratcher made motion to give the mayor authority to sign the letter submitted by Christian Henry.  Bill Spann seconded, all voted in favor and motion carried.
