CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge city council on the above date. Council members Tom Strott, James Bratcher and Brenda Thompson were present as were members of the public. Council member Bill Spann was absent.

APPROVAL OF MINUTES
Brenda Thompson made motion that the minutes of the October 18, 2010 minutes be approved as submitted. Tom Strott seconded, all voted in favor and motion carried.
BUSINESS LICENSE APPROVAL – PAUL ROBERTS /

BUSINESS LICENSE APPROVAL – TRACEY MCCARTY
Mayor Knight advised the council that Tracey McCarty was present and applied for a business license for Live Well Salon & Spa located at 113 B Fairplay Street. Mayor Knight stated it is allowed at that location. Tom Strott asked where will you be located in the building. She stated she would have an entrance by the French doors. She said the state requires you to have your own access and a bathroom. Tom Strott made motion to approve the business license application for Tracey McCarty in the name of Live Well Salon and Spa. Brenda Thompson seconded, all voted in favor and motion carried.
NUNNALLY STREET WELL – PUMP REPLACEMENT
Mayor night advised the council that the pump in the well on Nunnally Street had to be replaced and the cost was $4,666.94. He said the well house on West Main Street had some problems also and there was a quote in the amount of $11,277.48. He said this was for the job materials, equipment and labor necessary to remove pumping system from well and replace all necessary components. He stated that he had talked to GRWA and at this time we don’t need to do anything.
TREE REMOVAL
Mayor Knight stated that the tree next to Dr. Hughes office needed to come down. He advised that the community forester had looked at it and advised us to take it down. He said that Beryl Budd the community forester would come back down and give his recommendation on what we should plant back in that area. James Bratcher asked about grading the parking lot where the tree was removed. Mayor Knight advised that we would only fix anything that was damaged from taking down the tree.
EXECUTIVE SESSION
James Bratcher made motion that we exit regular session in order to go into executive session to discuss personnel. Tom Strott seconded, all voted in favor and motion carried. Brenda Thompson made motion to exit executive session in order to go into regular session. Tom Strott seconded, all voted in favor and motion carried.
One personnel issue was discussed, no action taken.
