CALL TO ORDER

Mayor Knight called to order the regular meeting of the Rutledge city council on the above date.  Council members Brenda Thompson, Bill Spann, James Bratcher and Tom Strott were present as were members of the public.

 

AGENDA AMENDMENT

Mayor Knight asked for a motion to amend the agenda to add a business license application from Leigh Davis.  Brenda Thompson made motion to amend the agenda to add Business License Application for Leigh Davis.  Tom Strott seconded, all voted in favor and motion carried.

 

APPROVAL OF MINUTES

James Bratcher made motion to approve the minutes of the regular meeting July 19, 2010.  Brenda Thompson seconded, all voted in favor and motion carried.  James Bratcher made motion that the minutes of the July 12, 2010 public hearing be approved as submitted.  Tom Strott seconded, all voted in favor and motion carried.  James Bratcher made motion that the minutes of the July 29, 2010 public hearing at 6:30 be approved as submitted.  Brenda Thompson seconded, all voted in favor and motion carried.  James Bratcher made motion that the minutes of the public hearing July 29, 2010 at 7:00 be approved as submitted.  Brenda Thompson seconded, all voted in favor and motion carried.  

 

BUSINESS LICENSE APPROVAL

Mayor Knight advised the council that the business license application was from Leigh Davis for a HVAC business called The Air Guy.  He said they will be just doing bookwork there and it is allowed.  Mrs. Davis was present and stated that they live at 155 West Dixie Highway and there would only be one work truck on the property.  Tom Strott made motion to approve the business license for the Air Guy.  James Bratcher seconded, all voted in favor and motion carried.

 

ADRIENNE LACHAPPELLE – SIDEWALK/CORNER MAINTENANCE

Adrienne Lachappelle addressed the council and stated that the corner had recently been cleaned and looked good.  She said I am worried about the sidewalk.  People are tripping over bricks.  They have been there for ten years and are starting to fall off and come up.  She stated when it rains everything washes down in front of the beauty shop.  She said it looks like a pond.  Mayor Knight said the city would get some prices on putting the bricks back and would also check on fixing the drainage.  He said we will get over there and look at it.  Adrienne asked whose responsibility was it to clean up the parking lot in the back of her shop.  Mayor Knight said that is private property and would be the responsibility of the owner. 

 

 

GWEN JOHNSON – PROCLAMATION

Ms. Johnson addressed the council and stated that she and others in the audience were all there on behalf of Mrs. Bailey.  She said Union springs church was also representing Mrs. Bailey and Pastor Terrell would be presenting it to her. She advised the council that Mrs. Bailey would be 100 years old on August 29, 2010.  Mayor Knight stated that the city did not generally do proclamations for birthdays, but since Mrs. Bailey is going to be 100 years old I am all for it.  Tom Strott said any body that has lived in Rutledge 100 years deserves one.  Tom Strott made motion to authorize the city clerk to draft the proclamation for Mrs. Mattie Bailey’s 100th birthday.  James Bratcher seconded, all voted in favor and motion carried.

 

APPROVAL TO APPOINT CITY ATTORNEY

Mayor Knight advised that city attorney Kurt Ebersbach had submitted his resignation due to getting another job.  Tom Strott made motion to approve the appointment of the law firm Maddox, Nix, Bowman & Zoeckler to represent the city.  Brenda Thompson seconded, all voted in favor and motion carried.

 

TELESCOPING TOWER BOOSTER PUMP STATION

Mayor Knight advised the council that the antenna at the booster pump station was on a leaning power pole. He said that it needs to be replaced in order for the telemetry to work properly.  He said the cost is $2,563.00 and is a telescoping tower. He stated I am going to talk with Brian tomorrow; we don’t need to waste any more money.  We need to know if this will fix our problem.  Brenda Thompson made motion to authorize the Mayor to spend the $2,500.00 for the antenna.  Tom Strott seconded, all voted in favor and motion carried.

 

LINDA THOMAN – RECYCLING INFORMATION

 Linda Thoman addressed the council and stated that she was with Keep Morgan Beautiful.  She said we are volunteers and are currently working on certification.  She stated that Morgan County had created them and had paid the initial fee.  She said we go to community events and hand out information and encourage recycling.  We also promote composting.  Our mission is to increase the amount of recycling in Morgan County.  She said we have recycling dumpsters for residents and then it is taken to Athens.  You don’t have to pay; it does not go to Morgan County.  The city of Rutledge can use all of Morgan’s recycling programs.  It requires individuals to do more.  Mayor Knight asked where we can tell the citizens to go if they want to recycle.  Linda stated they can get bins from the county.  She said our volunteers can come to your local events and put out information for the citizens.  If the council is interested you can go to Athens and see how the recycling is sorted.

 

UPDATE LAND & WATER CONSERVATION GRANT

Mayor Knight informed the council that grant administrator Antoinette had come to Rutledge and took pictures of the park site.  He said the engineers are coming to meet with an Environmental Screening committee.  The deadline for submission of the application is September 15th.

 

MEETING INFORMATION FORMAT

Debbie Rutherford advised the council that they are looking for a scanner and anyone wanting their packets in electronic format will soon have that option.
