CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge city council on the above date. Council members Tom Strott, Bill Spann, James Bratcher and Brenda Thompson were present as were members of the public.
ANNOUNCEMENTS
None.
APPROVAL OF MINUTES
Brenda Thompson made motion that the minutes of the February 16, 2010 meeting be approved as submitted. Tom Strott seconded, all voted in favor and motion carried.
FINANCIAL UPDATE
Debbie Rutherford gave an update on the checking account and utility billing balances.
RUTLEDGE BAPTIST CHURCH – DRAINAGE ISSUES
Danny Atkinson and Tony Hensler were present and addressed the council in regards to the drainage issue at the church. Danny said the catch basin on Main Street needs to be rebuilt. He said we want to put in new drains and pave the parking lot, but we need to know the size of the pipe. He said if the city will buy the supplies we will do the work. Danny stated that the sidewalk is in really bad shape. Tom Strott stated that a private property owner could not tie into the cities storm drain. James Bratcher said the outside drain and the sidewalks are the city’s responsibility. He said it is city property and we will check into tying into the city’s storm drain. Danny Atkinson stated that it already runs into the city’s storm drain. He said that the catch basin needs to be completely rebuilt because the water is coming into the fellowship hall when it rains. Mayor Knight advised Mr. Atkinson that the city would do what it could.
INSURANCE BUSINESS LICENSE FEES
Debbie Rutherford advised the council that Rutledge insurance license fees are $15.00. She said all the surrounding cities charge $40.00. She stated that the city attorney said the ordinance would have to be amended and we would need to have three readings in order to amend it. Tom Strott made motion to authorize the city attorney to amend the ordinance to raise the fees from $15.00 to $40.00. Brenda Thompson seconded, all voted in favor and motion carried.
COMMUNITY REPAIRS AND CLEAN UP
Mayor Knight stated that Dr. Hughes brought a flyer over to hang up requesting help on March 20th at the corner of Kelly and McDonough Street. He said this is being done by Centennial Baptist and other surrounding churches. Brenda Thompson stated this is basically the community helping others. Mayor Knight said that they would be starting at Mrs. Roy Elder’s house.
EXECUTIVE SESSION
Tom Strott made motion to exit regular session for the purpose of entering executive session to discuss personnel. Brenda Thompson seconded, all voted in favor and motion carried. Brenda Thompson made motion to exit executive session for the purpose of entering regular session. Tom Strott seconded, all voted in favor and motion carried.
