CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City council on the above date. Council members Anthony Sells, Adam Beckstine Brenda Thompson and Brandie Owens were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Adam Beckstine made motion to approve the minutes of the October 15, 2024 meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION OF ARPA GRANT PROJECT – DIXIE HWY / RR

Mayor Altznauer advised the council there were issues with the ARPA grant project with the City, engineers and the railroad. He said it started with the $318,000.00 grant, we agreed to extend the waterline down Dixie Hwy and go under the railroad and tie into the waterline on West Main Street near the Falls. They have been waiting on approval from the railroad. The estimated cost from the RR is $45,000.00. The railroad says they can’t find where Rutledge has ever paid to run the lines in the past and now the cost has went to $485,000.00. I told them we were not going to do that. Midsouth is the only bidder and they came in at $410,480.00. The engineers went back to the grant office and they will make up the difference with a GEFA grant. Tony Sells asked going forward what will we owe to the railroad. The Mayor said once this is paid we will owe nothing.

DISCUSSION / APPROVAL TO EXECUTE NOTICE OF AWARD – DIXIE HWY WATER LINE PROJECT

Brandie Owens made motion to approve and execute notice of award to Midsouth Builders for $410,480.00 for the Dixie Hwy Water Main Extension contingent on receiving GEFA grant which will cover cost of project and contingent the railroad provides documentation of payment and an agreement that the railroad cost is the final fee. Adam Beckstine seconded, all voted in favor and motion carried.

DISCUSSION / APPROVAL OF QUOTES – COMMUNITY DEPOT – CEILING / FLOORS /

BROKEN WINDOWS

Mayor Altznauer said three quotes were received for the Community Depot. He said this is to replace the ceiling tiles, remove the carpet and put down flooring and to replace some broken glass on the windows. Brandie Owens stated one of the quotes did not include the windows.

Mayor Altznauer said they needed some time to look over the quotes. Brandie Owens made motion to table the decision until November 22nd in order to look over the quotes. Brenda Thompson seconded, all voted in favor and motion carried.

APPOINT PLANNING COMMISSION MEMBER

Mayor Altznauer said he spoke with the current Rutledge member Miles Buzbee and he has agreed to accept another term. Brenda Thompson made motion to appoint Miles Buzbee to the Morgan County Planning and Zoning Commission. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION OF SIGN SHOP LOCATION RENTAL

Mayor Altznauer informed the Council that Lynn Culbertson had asked the City if he could rent the sign shop to open a business to sell produce. We have to figure out a rental cost and a power cost. If you are in agreement I will find a place to store the signs. He said Lynn Culbertson is present and I will let him talk about his business. Mr. Culbertson addressed the council and said he had a produce store in Winterville. He said it offered the convenience of not having to drive out of town. I will be licensed by the Department of Agriculture, this allows me to cook. I try to buy local. He said he cooks biscuits and fried pies. He said he will have a deli cooler. Brenda Thompson said we need a store. Mayor Altznauer and Mr. Culbertson agreed to meet the next day to look at the sign shop.

DISCUSSION OF FIRE DEPARTMENT LOCATION

Mayor Altznauer said he had not meet with the Fire Chief, but I did read his information. He said I wanted to hear from you before we have public comments regarding the location. Tony Sells said Dr. Hughes does not want fire trucks coming through the City. Mayor Altznauer said the majority of the calls go to I-20, the only objections I have heard is if there is a train on the tracks. The positive I heard was it opens the old gym back up again. It also gives us space for meetings, the VFW will still be there. Brenda Thompson said I was all for keeping it hear until I talked to Garrett Smith. It will still cover the five-mile radius. Tony Sells said if they remodel, they would have to tear that one down. Mayor Altznauer said he would like to call a public meeting and everyone will be invited. Brandie Owens said what ever we decide is what they will do. Mayor Altznauer said another positive is we will have more in our park. He said I will call Garrett Smith tomorrow.

Tony Sells made motion to adjourn at 7:12 pm. Brenda Thompson seconded, all voted in favor and motion carried.
