CITY OF RUTLEDGE REGULAR MEETING - FERUARY 20, 2024

CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Brandie Owens, Adam Beckstine and Tony Sells were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the January 16, 2024, minutes as submitted. Adam Beckstine seconded, all voted in favor and motion carried.

APPROVAL OF SPLOST VIII INTERGOVERNMENTAL AGREEMENT

Council member Brandie Owens made motion to approve the SPLOST VIII Intergovernmental Agreement and give the Mayor the authority to sign it. Tony Sells seconded, all voted in favor and motion carried.

RESIDENTIAL GARBAGE PICKUP – GARRETT BEARDEN

Garrett Bearden with Classic City Garbage introduced himself to the Council and said he moved to Morgan County in 2017. He said he works with youth in churches. He said he started his business in Athens but found the need for residential garbage service in Morgan County in the rural areas and has been doing it since 2021. Mr. Bearden said he has over six hundred customers. People pay attention to customer service; we do not leave trash around the can and provide backdoor pickup. We would love to provide service for the City of Rutledge. Tony Sells asked how many trucks he has. He said we have one and are getting another one. He said we provide service to Madison Lakes and Buckhead Manor. Brenda Thompson asked what are your rates. He said in the rural area it is $26.50 per month, but we would not charge Rutledge that much. He advised the Council that all his cans are brand new and currently has eight hundred in his possession. He said we go above and beyond for the customers. Mayor Altznauer stated we are currently under contract until July and renews each year unless we give a 60-day notice before the renewal. Council thanked him for coming.

VETERAN’S PARK BASEBALL FIELD – TIM GARNER

Mayor Altznauer advised the council this issue had been resolved and Tim Garner would not be here.

PARKING SPACES 106 / 108 EAST MAIN ST. – HEATHER EDGE

Heather Edge addressed the Council and gave each a drawing and said originally, we were offering parking in the back. We negotiated smaller parallel spaces in the strip behind Adrianne’s. She said it is going to be surveyed. Mayor Altznauer asked when it would be surveyed. She answered this week. Brandie Owens made motion to approve the amendment for parking spaces for 106 and 108 with the condition that the spaces are within the boundary area of the survey.

Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF STATEWIDE MUTUAL AID AND ASSISTANCE AGREEMENT

Debbie Kilgore advised the Council that this was identical to the one that was approved in 2020 and a copy of it is in their packet. Tony Sells made motion to approve the Statewide Mutual Aid Agreement. Brenda Thompson seconded, all voted in favor and motion carried.

APPROVAL OF BUSINESS LICENSE FROM JUSTIN COFER FOR CROSSROADS REALTY, LLC

Mayor Altznauer said the City received an application from Justin Cofer at 120 Spring Creek Drive for Crossroads Realty, LLC. He said this is just a home office and is allowed. Adam Beckstine made motion to approve the business license for Crossroads Realty, LLC submitted by Justin Cofer. Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF BUSINESS LICENSE FROM ANTONIO FUENTES FOR SPRUCE LANDSCAPING, LLC

Mayor Altznauer said a business license application was received from Antonio Fuentes at 176 East Main Street for Spruce Landscaping, LLC. He said it is just a home office and is allowed.

Brenda Thompson made motion to approve the business license submitted by Antonio Fuentes for Spruce Landscaping, LLC. Brandie Owens seconded, all voted in favor and motion carried.

Brandie Owens made motion to adjourn the February 20th regular meeting at 6:25 pm. Brenda Thompson seconded, all voted in favor and motion carried.
