CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Brandie Owens,
Adam Beckstine and Tony Sells were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Council member Brenda Thompson made motion to approve the minutes of the October 17, 2023, regular meeting as submitted. Brandie Owens seconded, all voted in favor and motion carried. Council member Adam Beckstine made motion to approve the minutes of the October 26, 2023, special called meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF BUSINESS LICENSE – 106 E. MAIN STREET

Mayor Altznauer stated that a business license application had been received from Samantha Seccuro called The Venue. Samantha Seccuro was present and council member Tony Sells asked her to tell the council about her business. Ms. Seccuro said it will be an art gallery and studio with local artists. She said it will be a small gallery like the one in Monroe. Tony Sells made motion to approve the business license application submitted by Samanta Seccuro for the art gallery / studio called The Venue. Adam Beckstine seconded, all voted in favor and motion carried.

FILM PROJECT – DONJENNA YOKLEY

Mayor Altznauer advised the Council that they had a film project for approval. He said we have had a lot of good luck with film projects and a lot of bad luck with film projects. Donjenna Yokley addressed the council and said they would like to film December 4th, 5th and 6th. She said we will be at Hard Labor Creek on the 6th. We will mainly film in front of the Caboose and Cafe Rutledge. Stephen Dirkes, location manager, said we would like to film in front of the church. He said I also need to speak with the woman at the salon. We will have intermittent traffic control where police officers keep traffic flowing. We are trying to keep the Caboose open. We don’t want to stop anything. We are going to have at least three or four police officers. We are in touch with Morgan County officers. This is a totally independent Georgia film and all Georgia crew. This is a lighthearted football comedy called “Signing Day”, very sweet and present day. It is not supposed to take place at Christmas. We have one hiccup we want to take down some of the decorations. Mayor Altznauer said he would get with Ernest Clark about the cost to take down the decorations and the scissor lift. Stephen Dirkes said he would talk to the lady at the salon. Council member Brandie Owens made motion to approve the film project “Signing Day”.

Tony Sells seconded, all voted in favor and motion carried. Stephen Dirkes said they would issue letters to citizens a block in each direction.

VALVE INSTALLATION COMPLETION

Mayor Altznauer said the two valves have been installed in the area of Newborn Road and Davis Academy. We had to issue a boil water notice but everything is back up and running.

SPLOST VIII

Mayor Altznauer advised the council that the SPLOST VIII final list had been submitted to the county.

Council member Brandie Owens made motion to adjourn at 6:33 pm. Brenda Thompson seconded, all voted in favor and motion carried.
