CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brandie Owens, Adam Beckstine, Brenda Thompson and Tony Sells were present. Morgan County building inspector Chuck Jarrell was also present. There were no citizens present.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Council member Adam Beckstine made motion to approve the minutes of the November 15, 2022, minutes as submitted. Brenda Thompson seconded, all voted in favor and motion carried

APPROVAL OF ALCOHOL LICENSE

Mayor Altznauer informed the Council that Rutledge Wings, RTSN and Rutledge Liquor submitted the renewal applications for approval of the alcohol license. Brandie Owens made motion to approve Rutledge Liquor, RTSN and Rutledge Wings contingent all paperwork is turned in and in order. Adam Beckstine seconded, all voted in favor and motion carried.

APPROVAL OF ALCOHOL ORDINANCE AMENDMENT

Mayor Altznauer read the title of the ordinance as: AN ORDINANCE TO AMEND CHAPTER 4 OF THE CITY OF RUTLEDGE, GEORGIA CODE OF ORDINANCES, AS AMENDED, SO AS TO AMEND THE DEFINITION OF ‘RESTAURANT’ AND FOR OTHER RELATED PURPOSES. Mayor Altznauer explained the ordinance changes the percentages of food sales to alcohol to 60/40. Brandie Owens made motion to approve the ordinance amendment. Adam Beckstine seconded, all voted in favor and motion carried.

FLOOD DAMAGE PREVENTION ORDINANCE – CHUCK JARRELL

Chuck Jarrell addressed the council and said the process for this started about two years ago for the entire county for the flood maps. Since we have obtained better data, we gave the information to FEMA and EPD flood plain division. Consultants created new maps for us. Certain pages are specific to Rutledge. I have inserted City of Rutledge where it applies to Rutledge. The city of Buckhead has adopted theirs and the county has adopted. Bostwick is not in the program but currently working on it. Just asking for the ordinance to be approved. The maps effective January 23rd. This replaces the ordinance, completely replaces chapter 5. Brandie Owens made motion to approve the Flood Damage Prevention Ordinance replacing article 5. Brenda Thompson seconded, all voted in favor and motion carried.

BURNS HERRING, LLC FORMERLY WORTH & ASSOCIATES, CPA RATE INCREASE

City Clerk Debbie Kilgore advised the council Burns Herring, CPA were increasing their rate from $55.00 to $100.00. She advised she would take over the quarterly taxes.

Brenda Thompson made motion to adjourn at 6:21 PM. Tony Sells seconded, all voted in favor and motion carried.
