CALL TO ORDER

Mayor Altznauer called to order the public hearing / regular meeting on the above date. Council members Tony Sells, Brenda Thompson and Brandie Owens were present. There were no members of the public present.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

DISCUSSION AND REVIEW OF FY 2020 / 2021 BUDGET

City Clerk Debbie Kilgore went over the budget line items and answered questions as they came up. She advised that the budget adoption was scheduled for June 23rd and will be advertised in the newspaper.

CITIZEN INPUT

Mayor Altznauer called for citizen comments. There were no citizens present.

Brenda Thompson made motion to adjourn the public hearing and enter regular session. Tony Sells seconded, all voted in favor and motion carried

CALL TO ORDER REGULAR MEETING

Mayor Altznauer called to order the regular meeting. All council members were present.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the March 17, 2020 meeting as submitted. Brandie Owens seconded, all voted in favor and motion carried.

RESOLUTION – CALL FOR SPECIAL ELECTION

Mayor Altznauer stated that the special election is due to Council member Tim Smith resigning with more than a year left to serve. He said the county will be holding the election along with the General election in November and everyone will vote at Centennial Baptist Church. Tony Sells made motion to approve the Resolution to Call for Special Election. Brenda Thompson seconded, all voted in favor and motion carried.

RESOLUTION – MOVE POLLING PLACE

Mayor Altznauer said due to the General Election being at the same time the polling place will be at Centennial Baptist Church but during a normal City election it would be at the Fire department. Brandie Owens made motion to approve the Resolution to Move Polling Place. Tony Sells seconded, all voted in favor and motion carried.

REQUEST TO RENAME HAWKINS AVE BETWEEN 278 AND NEWBORN ROAD

Mayor Altznauer advised the Council that a citizen had approached him about renaming the Newborn side of Hawkins Ave to Richardson Road. He stated it is just a spur. Debbie Kilgore advised the council that years back Beverly Bailey came before the council and requested a road be named after Jackson Bailey. All the council members stated they needed to be careful about setting a precedent. Brenda Thompson made motion to deny the request to rename Hawkins Avenue to Richardson Road. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION REGARDING CARTER & SLOOPE WRITING GRANT FOR COVID 19 FUNDS

Mayor Altznauer informed the Council that Chad with Carter & Sloope said there were funds available for grants due to COVID 19 and they would be able to write the grant. He said the grant money could be used to update infrastructure. Council instructed the Mayor to find out the cost to write the grant and bring it back to them.

APPROVAL TO HAVE CITY ATTORNEY UPDATE PURCHASING POLICY

Debbie Kilgore advised the Council that the current purchasing policy was a list of five items in the personnel manual. She stated that the City Attorney advised her to get copies of purchasing policies from surrounding cities. She stated that she would get Polly Huff to help get surrounding cities policies and would bring it back at a later date.

UPDATE ON COMMUNITY DEPOT COORDINATOR

Mayor Altznauer advised the Council that Eva Young had resigned as the coordinator of the community depot and Jennifer Buzbee would be taking her place.

BUDGET AMENDMENT SPLOST

Debbie Kilgore said that she did not budget anything in the SPLOST fund in the current budget for the new well. She said the reason for that is because we were finished with it. She stated a bill came in from the engineering firm of work that she was not aware of. Council member Tony Sells made motion to approve the budget amendment of $14,777.00. Brandie Owens seconded, all voted in favor and motion carried.

Brenda Thompson made motion to adjourn at 8:14. Tony Sells seconded, all voted in favor and motion carried.
