CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Tony Sells, Tim Smith and Brandie Owens were present. Council member Brenda Thompson was absent. There were no citizens present.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

ANNOUNCEMENTS

City Clerk Debbie Kilgore advised the council that she would be calling them with some budget work session dates.

APPROVAL OF MINUTES

Tim Smith made motion to approve the minutes of the January 21st regular meeting as submitted. Brandie Owens seconded, all voted in favor and motion carried.

ARBOR DAY PROCLAMATION

Mayor Altznauer read the Arbor Day Proclamation. He said it will be February 21st at 5:30 at Veteran’s Park on Fairplay. The Recreation Department will be providing refreshments and the Garden Club will also be providing cookies. Beryl Budd with the Department of Natural Resources will be there for the tree planting and will have seedlings to hand out.

APPROVAL OF RESOLUTION TO ESTABLISH FRANCHISE FEE APPLICABLE TO HOLDERS OF CABLE AND VIDEO FRANCHISES ISSUED BY THE STATE OF GEORGIA

Tony Sells made motion to approve a Resolution Of The City Of Rutledge Through The Council To Authorize The Mayor To Establish A Franchise Fee Applicable To Holders Of Cable And Video Franchises Issued By The State Of Georgia. Tim Smith seconded, all voted in favor and motion carried.

APPROVAL OF QUOTE FEARS ROAD WELL HOUSE SECURITY CAMERAS

Mayor Altznauer advised the Council the quote from Lockedheart Technologies, LLC in the amount of $4,499.15 is for the equipment and installation of a security system and cameras for the Fears Road well house. Tim Smith made motion to accept the quote from Lockedheart Technologies for $4,499.15. Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF BUSINESS LICENSE – MICHAEL SHAFFER – HOME OFFICE

Mayor Altznauer stated a business license application was submitted from Michael Shaffer for Shaffer Exterminating Inc., for a home office located at 108 Hawkins Avenue. He said home office is an allowed use. Brandie Owens made motion to approve the business license for Michael Shaffer, Shaffer Exterminating Inc., located at 108 Hawkins Ave for a home office use. Tim Smith seconded, all voted in favor and motion carried.

DISCUSSION OF DESIGNATED AREA FOR CAMPAIGN SIGNS

Mayor Altznauer stated he was approached by several people about areas to put campaign signs up in Rutledge for upcoming elections. He said they were asking about a designated area in town for just campaign signs on the right of way. He said nothing else could be put on the right of way except in this area. He said I am asking for approval for the placement of the small residential campaign signs in the designated area of the intersection of Newborn Road and Dixie Highway between the two telephone poles next to the railroad tracks and that we put an ad in the paper regarding the designated area. Tim Smith made motion to approve the designated area on the right of way at Newborn Road and Dixie Highway between the telephone poles for campaign signs. Tony Sells seconded, all voted in favor and motion carried.

Brandie Owens made motion to adjourn the regular meeting at 7:45. Tim Smith seconded, all voted in favor and motion carried.
