CALL TO ORDER

Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Tim Smith, Brandie Owens and Tim Smith were present. Council member Brenda Thompson was absent.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

ANNOUNCEMENTS

Mayor Alztnauer informed the council that Rutledge Wings would be having a five-year anniversary celebration on August 10th starting at 1:00pm. He said the council is invited and would be nice to show their support. He stated that just as a reminder the millage rate public hearing is scheduled for July 22nd at 6:00 and 6:30pm.

APPROVAL OF MINUTES

Tim Smith made motion to approve the minutes of the June 18, 2019 meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.

REQUEST BY TED MEDFORD FOR CONDITIONAL USE APPROVAL TO OPERATE CARPENTRY SHOP ON .27 ACRES LOCATED AT 159 NEWBORN ROAD

Tony Sells made motion to table the request until the August 20, 2019 meeting. Tim Smith seconded, all voted in favor and motion carried.

REQUEST BY TED MEDFORD FOR A VARIANCE TO THE SETBACK REQUIREMENTS FOR C1 ZONING DISTRICT ON .27 ACRES LOCATED AT 159 NEWBORN ROAD

Tony Sells made motion to table the request until the August 20, 2019 meeting. Tim Smith seconded, all voted in favor and motion carried.

REVIEW OF DRAFT LANGUAGE FOR TOWNHOUSE, CONDOS AND APARTMENTS

Mayor Altznauer stated that this is just a draft to look over and has been sent to the city attorney. It goes to the planning commission in August and comes before the council at the September meeting.

TRAFFIC STUDY

Mayor Altznauer said Marc Acomporo came back with an impressive review. We asked that he look at Hawkins and Nunnally. His recommendation is that we need two additional humps on Hawkins. Nunnally Street needs just signage. The sheriff’s department and the state patrol have been doing a good job. When the weather cools down, we need to adjust the signage. The report says the signage needs fixing. He basically did the whole town but mainly where complaints were received from. He has specific signs and measurements. The biggest thing is the painting.

Tim Smith made motion to accept the traffic study. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION REGARDING NOISE ORDINANCE

May Altznauer advised the council that he had a complaint from a citizen in The Falls about some noise in an adjoining neighborhood. The police were called out and they said they kept it down to a minimum. The sheriff was confident it was within our ordinance although I got different inputs. Tony Sells said people were shooting fire works before the 4th really late at night. The mayor said state law is 11:00pm but our ordinance is 10:00pm.

EXECUTIVE SESSION

Tim Smith made motion to leave regular session for the purpose of entering executive session to discuss real estate acquisition. Tony Sells seconded, all voted in favor and motion carried.
