CALL TO ORDER
Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tim Smith and Brandi Owens were present as were members of the public. Council member Tony Sells was absent.
PLEDGE OF ALLEGIANCE
Mayor Bruce Altznauer called for and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Brenda Thompson made motion to approve the minutes of the April 17, 2018 meeting as submitted. Tim Smith seconded, all voted in favor and motion carried.
STORM DRAIN PROBLEM – CITIZEN COMPLAINT
Mayor Altznauer advised the council that a citizen filed a complaint about the water run off on Centennial Road when there is a hard rain. He said the water comes off the road and her yard ends up full of water and debris. The water goes over the ditch and is something we need to address. He advised that he would get some input from Ricky Blevins with ER Utility Solutionsand then would go talk to Mrs. Bullock.
PARKING LOT DISCUSSION
Mayor Altznauer advised the council that he was trying to come up with a solution to add some parking spaces. I thought we could fill in the ditches on each side next to the concrete slab in front of the shed and we could put one lane of parallel parking. According to the ordinances it specifies a certain amount of spacing and it did not work. Horizontal parking would give us seven spaces. The question is how many spaces are needed. The pad would give us eight spaces, but the shed would be blocked. The business it would help the most is Yesterday’s. Council member Brandi Owens stated that Sundays are really busy and every third Thursday the town is busy. The Mayor said behind our building is another 33 feet. That could be for employees to park. He said we are open to suggestions and need to figure out how many we need and the cost per space.
BUDGET WORK SESSION
Debbie Kilgore stated that the next budget work session would be May 24, 2018 at 6:00 PM here at City Hall.
MOLLY’S MONTHLY REPORT
Mayor Altznauer stated to the council that Molly and Ed could not be here tonight. He said the fire department would be washing down the streets for the fair on Tuesday night.
BUSINESS LICENSE APPROVAL
Mayor Altznauer stated that an application for a full service hair salon located at 124 Fairplay Street was submitted by Kaera Ross. The business name is WHODIDIT?!. He said this is the building next to the dentist office and a salon is allowed. Brenda Thompson made motion to approve the business license application submitted by Kaera Ross for a full service hair salon. Tim Smith seconded, all voted in favor and motion carried, Debbie Kilgore advised the council that Ms. Ross was present. She thanked the Mayor and Council.
EXECUTIVE SESSION
Brenda Thompson made motion to exit regular session for the purpose of entering executive session to discuss potential litigation. Tim Smith seconded, all voted in favor and motion carried. Tim Smith made motion to exit executive session and enter regular session. Brenda Thompson seconded, all voted in favor and motion carried.
One legal matter was discussed no vote was taken.
Tim Smith made motion to adjourn at 7:50 PM. Brenda Thompson seconded, all voted in favor and motion carried.
