CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Anthony Sells, Brandie Owens and Tim Smith were present. Morgan County Planner Tara Cooner was present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance. Mayor Altznauer also thanked everyone for their confidence in him to serve as Mayor.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the December 19, 2017 meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION OF APPLICATION FROM DALE BRADFORD FOR ZONING AMENDMENT

ON WILLIAMS STREET – TARA COONER

County Planner Tara Cooner addressed the council and stated that the property located on Williams Street consists of 1.45 acres and Rick and Dale Bradford are requesting a rezone from AR to R1. She said it was originally part of the Falls Subdivision and was intended for a second entrance. She stated that the Bradford’s daughter lives in front of the property on West Main Street. The applicants gave two reasons for the rezone request which are to be closer to the street and to their daughter. AR requires 75ft setback which is uncharacteristic due to the fact none of the others are back that far. R1 zoning is 30 feet. The Planning and Zoning Commission voted unanimously to approve the rezone.

PUBLIC COMMENT

Mayor Altznauer called for citizen comment. Mr. Bradford said this is really a bad piece of land that is behind and adjacent to my daughter. Tara Cooner stated that they intend on swapping some acreage with their daughter which will allow them to construct their house closer to hers and allow additional distance from a large gully on the North side of the property. Mayor Altznauer asked if there was any more public comment. There was none.

Tim Smith made motion to approve the application for the rezone from AR to R1 of 1.45 acres on Williams Street. Brenda Thompson seconded, all voted in favor and motion carried.

DISCUSSION OF TRAFFIC CALMING STUDY

Mayor Altznauer advised the council that a decision was not made in regards to the study. He stated that it was not in the budget for this year and maybe they should wait and budget for it. Brenda Thompson made motion to postpone the study until July for the purpose of budgeting for it in the 2018 / 2019 fiscal year. Tony Sells seconded, all voted in favor and motion carried.

SPLOST VII LIST

Mayor Altznauer advised that the SPLOST list for the county needed to be sent in by January 17th. He said if it passes it will be in effect in 2019. He said Rutledge would get 2% of $21,600,000.00. The list comes to a total of $430,000.00. It includes infrastructure, completion on the well, sidewalks, city building repairs, lift station and a truck. The council agreed to the SPLOST list.

APPOINTMENT TREE BOARD MEMBERS

Mayor Altznauer told the council that two tree board members had resigned and Jennifer Buzzbee and Jamie Knight had expressed an interest in serving on the board. Brenda Thompson made motion to appoint Jennifer Buzzbee and Jamie Knight to the Rutledge Tree Board. Tim Smith seconded, all voted in favor and motion carried. Debbie Kilgore said she would let the Chairman of the tree board know.

REQUEST FOR RESOLUTION IN SUPPORT REGARDING DE-ANNEXATION LEGISLATION

Mayor Altznauer informed the council that the City of Stockbridge had contacted us to support this legislation by resolution. He said if this were to happen they would lose 45% of their acreage and 50% of revenue. Tony Sells made motion to approve the resolution in opposition of de-annexation. Brenda Thompson seconded, all voted in favor and motion carried.
