CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tony Sells and Brandie Owens was present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the September 21, 2021, public hearing / regular meeting as submitted. Brandie Owens seconded, all voted in favor and motion carried.

RESOLUTION TO ADOPT THE NORTHEAST GEORGIA REGIONAL SOLID WASTE MANAGEMENT PLAN

Council member Brandie Owens read the resolution. Council member Tony Sells made motion to adopt the Northeast Georgia Regional Solid Waste Management Plan. Brenda Thompson seconded, all voted in favor and motion carried. Tony Sells asked about the plan. Debbie Kilgore stated it was a regional plan for the management of solid waste / garbage. It has specific laws that must be followed.

DISCUSSION / APPROVAL TO CHANGE MEETING TIME FROM 7:00 TO 6:00 PM

Mayor Altznauer stated that council had mentioned changing the meeting time off and on for several months. This will make it so people can come in from work and it is not in the middle of their dinner time and it does not put everything so late. Debbie Kilgore stated she would run it in the paper and the signs in the lobby would be changed. Brandie Owens made motion to approve the meeting time change from 7:00 to 6:00 pm. Tony Sells seconded, all voted in favor and motion carried.

DISCUSSION OF SPEED LIMIT WARNING SIGNS / GOLF CART SIGNS

Mayor Altznauer stated that Brandie Owens brought up the fact that we needed golf cart signs and thanked her for it. She also suggested flashing speed limit signs. She stated she had seen these in Madison and Social Circle. She said we may save money or use these in the place of some of the speed humps. She said we can budget for these in the next budget. She wanted to know if we could pay for them out of TSPLOST. The mayor said we will look at TSPLOST there are specific things we have to spend these funds on. Brandie made motion to purchase four of the golf cart warning signs and to gather more information and prices on the speed limit solar powered warning signs. Brenda Thompson seconded, all voted in favor and motion carried.

ELECTION INFORMATION

Mayor Altznauer advised the Council and the public that since Rutledge is the only City having an election, it will be held at the Rutledge Fire Department. He said normally, it is held at the Centennial Baptist Church when there is an election other than just Rutledge.

Brenda Thompson made motion to adjourn at 7:35. Brandie Owens seconded, all voted in favor and motion carried.
