CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge City Council on the above date. Council members Bruce Altznauer, Brenda Thompson, Tim Smith and Tony Sells were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Knight called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the November 21, 2017 meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.

APPROVAL OF BUSINESS LICENSE – DANA DIEBALL

Mayor Knight stated that an application for a home office called Delightful Designs located at 311 East Dixie Hwy for custom remodeling had been submitted by Mr. Dana Dieball. He said that a home office is allowed. Tim Smith made motion to approve the business license for Delightful Designs for custom remodeling by Dana Dieball. Brenda Thompson seconded, all voted in favor and motion carried.

ALCOHOL LICENSE APPROVALS – RUTLEDGE WINGS / RAMKO, LLC / SEAN MARKETING

Tim Smith made motion to approve the alcohol license for Rutledge Wings, Ramko LLC and Sean Marketing with the condition that all paper work is turned in and in order. Tony Sells seconded, all voted in favor and motion carried.

TRAFFIC CALMING STUDY COST

Mayor Knight advised the Council that the traffic engineer’s cost to do a study is $4,200.00. He said that they should look over it and discuss it in January.

SPLOST VII UPDATE

Council member Bruce Altznauer gave the mayor and council an update on a meeting he attended with Morgan County. He said that Rutledge would get 2% if it passes. He advised that they need to look over the projects and make a wish list that would need to be submitted in January. This will be on the ballet in May.

DISCUSSION OF TREE BOARD MEMBERS

Mayor Knight stated that some members of the Tree Board had resigned and they need to appoint two new members. He said this will need to be done at the January meeting.

EMERGENCY EXPENDITURE FOR AERATOR

Mayor Knight advised the Council that one of the aerators at the oxidation pond needed to be rebuilt at a cost of $2,929.60. He said a new one would be $6,000.00 or more. He said this will be like a brand new one and should last a long time.

SWEARING IN NEW OFFICIALS

Judge Charles Merritt was present to swear in Bruce Altznauer as Mayor, Tim Smith as council member for post # 1 and Brandi Owens as council member for post # 3. Separately, each member placed their hand on the bible and repeated the Oath of Office,

“I do solemnly swear that I will faithfully perform the duties of (each elected office) of the City of Rutledge and that I will support and defend the Charter thereof as well as the Constitution and laws of the State of Georgia and the United States of America.”

Every one thanked Spencer Knight for his service to Rutledge and for the great job he had done. Employees thanked him and said they enjoyed working with him. The public thanked Mayor Knight and congratulated the new officials.

Brenda Thompson made motion to adjourn. Bruce Altznauer seconded, all voted in favor and motion carried.
