CALL TO ORDER

Mayor Pro-Tem Brenda Thompson called to order the regular meeting of the Rutledge City Council on the above date. Mayor Spencer Knight was absent. Council members Tony Sells, Tim Smith and Bruce Altznauer were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor pro tem Brenda Thompson called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Bruce Altznauer made motion to approve the minutes of the June 13th meeting as submitted. Tim Smith seconded, all voted in favor and motion carried. Tony Sells made motion to approve the minutes of the June 20th regular meeting as submitted.

PROCLAMATION PRESENTATION

Mayor pro tem Brenda Thompson read the Proclamation of the Mayor and Council of the City of Rutledge, Georgia “Never Forgotten” A Celebration of Our Patriotic Salute to All Branches of Our Military, Then and Now. After reading, Mayor Thompson presented the Proclamation to Professor Joseph Norman. The Council thanked Professor Norman for the beautiful job he and his art students did on the patriotic mural. Professor Norman addressed the Council and said it was a great honor and privilege to have done this and God Bless this town. The council also thanked the Garden Club.

RESOLUTION TO ADOPT COMPREHENSIVE PLAN

Mayor Pro Tem Brenda Thompson read the Resolution for Comprehensive Plan Update. Tim Smith made motion to adopt the Comprehensive Plan Update 2017-2036. Tony Sells seconded, all voted in favor and motion carried. Tara Cooner provided the council with a copy of the plan.

ANNOUNCEMENT OF MILLAGE RATE HEARING

City Clerk Debbie Kilgore advised the council that the millage rate hearing was scheduled for Monday July 31st at 6:30.

OLD UNFINISHED BUSINESS

Bruce Altznauer stated that he appreciated the speed hump signs being put up. Debbie Kilgore

Advised the council that she had someone give a quote to stripe just the speed humps for $150.00 each. Bruce Altznauer asked about the stripping of the roads. She said that the company’s she had contacted have yet to send in their quotes.

Molly Lesnikowski addressed the Council to update the events that would be taking place in the fall. She said Music in the park would wrap up September 1st. The fall yard sale is scheduled for October 14th. The Spooky Fall Fest is October 21st. She said the Chamber tour of homes is November 30th thru December 1st and Rutledge is on the tour. The Holiday market will be December 2nd and 3rd. I also would like to let you know that the Beautification Committee would like to remove the stumps on Newborn road where the Bradford pears were cut down. Bruce Altznauer advised her to get with the tree board. Debbie Kilgore said she would get her the list of names and addresses for the tree board.

Tara Cooner advised the council that she would like to introduce them to the new Election Superintendent Jennifer Doran. Mrs. Doran reminded the council that they would need to fill out paperwork for the upcoming election. She advised that Mayor Spencer Knight and Council Members Tim Smith and Bruce Altznauer were up for reelection and need to qualify in August.

EXECUTIVE SESSION

Bruce Altznauer made motion to exit regular session for the purpose of entering executive session to discuss a personnel matter. Tony Sells seconded, all voted in favor and motion carried.

Tony Sells made motion to adjourn at 8:45 pm. Tim Smith seconded, all voted in favor and motion carried.
