CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge City council on the above date. Council members Brenda Thompson, Tony Sells and Tim Smith were present as were members of the public. Council member Bruce Altznauer was absent.
PLEDGE OF ALLEGIANCE
Mayor Knight called for and led the Pledge of Allegiance.
AGENDA AMENDMENT
Mayor Knight stated that executive session needed to be added to the agenda to discuss personnel. Brenda Thompson made motion to amend the agenda to add executive session for the purpose of discussing a personnel matter. Tony Sells seconded, all voted in favor and motion carried.
APPROVAL OF MINUTES
Brenda Thompson made motion to approve the minutes of the February 21, 2017 meeting as submitted. Tim Smith seconded, all voted in favor and motion carried.
APPROVAL FOR BRAG BIKE RIDE REST STOP
The Mayor and Council gave their approval for the bike ride rest stop to be in the downtown park on April 22, 2017.
DISCUSSION OF MOVIE FILMING RULES AND PROCEDURES
Mayor Knight advised the council that the people that were in Rutledge filming a few weeks ago did not come by City Hall and did not get permission. We had no idea of the last movie. Chris Jackson did not get permission and they shut down a street. We are going to have to draw up some rules. Tim Smith gave us a copy of Covington’s guidelines. They will have to come before the council. We will have to have an ordinance drawn up and bring it before the council for approval.
SPRING ACTIVITIES – MOLLY LESNIKOWSKI
Molly addressed the council and said I just want to update you on all the activities that we have planned. Everything is on the website. We are having the annual egg hunt at the BBQ shed on April 8th. This is the fourth year and we need to make sure all the ant beds are treated. Rosanna Lamb is in charge but it is a recreation department activity. The annual yard sale put on by the recreation department is April 29th. The Beautification Committee will be hosting the 34th annual country fair on Memorial Day weekend which is May 27th . I am in charge of the fair and Dr. Hughes is in charge of the parade. M.J. Webb will be the grand marshal. We will need the maintenance guys to work late on the 26th if possible and help with set up. We are selling raffle tickets for a green egg. I will be in charge of the vendors and Kris is in charge of the BBQ. The money raised at the fair goes to the summer music program which starts the Friday after the fair and goes thru Labor Day. The Chamber of Commerce is bringing the tour of homes here the first weekend in December. Molly said the one thing she would ask of the City is to please repair the water fountain. Beautification paid $2500.00 for that fountain. Mayor Knight said the City would take care of that need and would also install a fountain at Playfair Park. Brenda Thompson asked about the Spooky Fall Fest. Mayor Knight said it will be October 21st or the 28th.
BUSINESS LICENSE APPROVAL
Mayor Knight said that a business license application had been submitted by Shawanda Simmons for massage therapy located at 145 Newborn Road called the Art of Touch. He said this use is allowed. Brenda Thompson made motion to approve the business license application submitted by Shawanda Simmons. Tony Sells seconded, all voted in favor and motion carried.
Mayor Knight said a second business license application was submitted from Stephen Richardson for marketing consulting services called Modern American Knight located at 544 Indian Creek Trail and is a home office. This use is also allowed. Tony Sells made motion to approve the business license submitted by Stephen Richardson for marketing consulting services at 544 Indian Creek. Brenda Thompson seconded, all voted in favor and motion carried.
BUDGET WORK SESSION DATE
Debbie Kilgore advised the council that a budget work session needed to be scheduled in April and asked would they like to have it after the regular meeting on April 18th or on a different day. They all agreed to have the work session on April 18th after the regular meeting.
Zack Pace was present and commented on what a good Arbor Day Celebration that was had in the park. Joey Slaughter said the tree board will be submitting a new tree planting plan to the City. He stated that the trees that were cut down on Newborn were declared diseased by the arborist.
EXECUTIVE SESSION
Brenda Thompson made motion to exit regular session for the purpose of entering Executive session to discuss personnel. Tim Smith seconded, all voted in favor and motion carried.
