CALL TO ORDER
Mayor Knight called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tim Smith and Bruce Altznauer were present as were members of the public. Council member Tony Sells was absent.
PLEDGE OF ALLEGIANCE
Mayor Knight called for and led the Pledge of Allegiance
APPROVAL OF MINUTES
Bruce Altznauer made motion to approve the minutes of the November 15, 2016 meeting as submitted. Brenda Thompson seconded, all voted in favor and motion carried.
TEXT AMENDMENT RUTLEDGE ZONING ORDINANCE
Mayor Knight advised the council that he discussed parking issues in Rutledge with Chuck Jarrell and he proposed changing three uses from permitted to conditional use because of parking. The text amendment went before Planning and zoning changing community centers, clubs, fraternal organizations and churches from permitted to conditional use. The Planning Commission agreed that parking in downtown was limited. The Planning Commission voted unanimously to approve the text amendment to Article 11. Tim Smith made motion to approve the text amendment to Article 11. Brenda Thompson seconded, all voted in favor and motion carried.
APPROVAL OF BUSINESS LICENSE – STEWART EBNETER
Mayor Knight stated that a business license application had been submitted from Stewart Ebneter for a Photography gallery office located at 118 Fairplay Street. He said that it is a permitted use. Tim Smith made motion to approve the business license for Ebneter Photography Gallery. Bruce Altznauer seconded, all voted in favor and motion carried.
APPROVAL OF ALCOHOL LICENSE RENEWALS
Mayor Knight stated that Rutledge Wings, Sean Marketing, Georgia Grill and Café and Rutledge Liquor had submitted their renewal applications for alcohol sales. He said we need to approve them contingent on all the required paperwork being submitted. Brenda Thompson made motion to approve the alcohol license for Rutledge Wings, Sean Marketing, Georgia Grill and Rutledge Liquor contingent upon all paperwork being submitted to City Hall. Bruce Altznauer seconded, all voted in favor and motion carried.
OLD / UNFINISHED BUSINESS
Bruce Altznauer stated that a citizen had talked to him in regards to the trees on Newborn Road. He said they indicated they would pay part of contractor labor, equipment, plus some labor from the city and pay part of hourly labor. He said he wants them to address the tree board. Mr. Pace was present and asked did the city have the funds. Mayor Knight said we are not opposed to hearing good ideas and will help where we can. Council member Altznauer said he would get all the details and give them to a tree board member.
Mayor Knight wished everyone a Merry Christmas. Brenda Thompson made motion to adjourn at 7:14 p.m. Bruce Altznauer seconded, all voted in favor and motion carried.
