CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge City Council on the above date. Council members Chad Cook, Tim Smith and Bruce Altznauer were present as were members of the public. Council member Brenda Thompson was absent.
PLEDGE OF ALLEGIANCE
Mayor Knight called for and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Chad Cook made motion to approve the minutes of the October 20, 2015 meeting as submitted. Bruce Altznauer seconded, all voted in favor and motion carried.
BUSINESS LICENSE APPROVAL
Mayor Knight advised the council that a business license application was received from Robert W. Service III for an insurance office located at 114 Fairplay Street. The name of the business is Robert W. Service III, Insurance Agency, LLC and it is allowed. Chad Cook made motion to approve the business license for Robert W Service III, Insurance Agency LLC. Bruce Altznauer seconded, all voted in favor and motion carried.
AGENDA AMENDMENT
Chad Cook made motion amend the agenda to move item seven to item five. Tim Smith seconded, all voted in favor and motion carried.
INFORMATION ON BECOMING A TREE CITY – BERYL BUDD
Beryl Budd addressed the council and said he was with the Georgia Urban Forest Council and he works with existing tree cities and recruits new ones. He said that he worked with a lot of cities in this area and it was a great program. The biggest benefit is the education. He said you will need to have a tree ordinance and an Arbor Day ceremony. The city will need to appoint a tree board. He said you can get your certification for 2016. You need to plan an Arbor Day Event and it can be a small thing or a big day but the main thing is to plant a tree and we will be glad to help. Mayor Knight thanked Mr. Budd and said we would get a board appointed and get back in touch with him. Bruce Altznauer said he would talk to the Garden Club.
APPLICATION BY MIKE CONRADS FOR CONDITIONAL USE TO OPERATE AN EVENT FACILITY – TARA COONER
Tara Cooner addressed the council and stated that there were two conditional use applications. One for an event facility and one for an inn. She said there are two houses on the property and it would serve as an extension to the Brady Inn. She said the property consists of 127.38 acres. The Planning commission voted unanimously to approve the event facility.
PUBLIC COMMENT
Mayor Knight called for public comment for or against the conditional use for the event facility. Mike Conrads addressed the council and said our intention is to be an extension to the Brady Inn. It will give people a different experience. Wess Holt will be managing all three properties. We think it will be a great thing for Rutledge. Bruce Altznauer made motion to approve the conditional use for the event facility. Tim Smith seconded, all voted in favor and motion carried.
APPLICATION SUBMITTED BY MIKE CONRADS FOR A CONDITIONAL USE TO OPERATE AN INN
Tara Cooner advised the council that this is the same property and the ordinance limits a total of eight guest rooms. This all combined has a total of seven so it meets the ordinance requirements. Planning and Zoning voted unanimously to approve the conditional use to operate an Inn.
PUBLIC COMMENT
Mayor Knight called for public comment for or against. John Artz asked the mayor what his concerns were. He said there is a sinkhole in the road the City needs to repair but the road is a city issue and not Mr. Conrads. Mayor Knight asked where are the driveways to the bunkhouse. Mr. Conrad said it is off Hawkins. John Artz stated that he would like to see him put in another driveway the existing entrance is at a hard right angle when you turn to go to the bunk house. Mr. Artz said can that be made a condition. Mr. Conrads said he would work on a solution. Bruce Altznauer made motion to approve the conditional use to operate an Inn. Tim Smith seconded, all voted in favor and motion carried.
Tim Smith made motion to adjourn at 7:30. Bruce Altznauer seconded, all voted in favor and motion carried.
