CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Chad Cook, Tim Smith and Bruce Altznauer were present as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Knight called for and led the pledge of allegiance.

APPROVAL OF MINUTES

Chad Cook made motion to approve the minutes of the September 21, 2015 meeting as submitted. Tim Smith seconded, all voted in favor and motion carried.

BUSINESS LICENSE APPROVAL

Mayor Knight advised the council that Curtis Harris had submitted an application for a home business at 501 Indian Creek Trail called Disaster Management Consultants, LLC. He stated this is just a home office and is allowed in that zoning district. Brenda Thompson made motion to approve the business license application for Disaster Management Consultants, LLC. Tim Smith seconded, all voted in favor and motion carried.

COMPREHENSIVE PLAN KICK OFF

Chuck Jarrell with Morgan County and Bobby Sills with WFN Consulting were present and gave an overview of the process of updating the Comprehensive Plan. Mr. Sills stated that the comprehensive plan is a guide to growth that is updated every ten years or sooner. He said the community participates, you make assessments how you want to grow and make an agenda. He said phase one is complete. Phase II the public will be invited to participate. Meetings have already been scheduled throughout the county. By 2016 we will have a plan put together. There are three elements: common goals, needs and opportunities, and a community work program.

The work program is all the things the community will be doing. The plan will be adopted late next year. You will then have a five year short term work program and after ten years it starts all over again. Each Council votes on their plan. Rutledge’s meeting will be November 10th at the fire department on Fairplay. The council thanked Chuck Jarrell and the consultants.

Brenda Thompson made motion to adjourn. Tim Smith seconded, all voted in favor and motion carried.
