CALL TO ORDER

Mayor Pro Tem Brenda Thompson called to order the regular meeting of the Rutledge City Council on the above date. Council members Tim Smith and Bruce Altznauer were present as were members of the public. Council member Chad Cook was absent.

PLEDGE OF ALLEGIENCE

The Council and citizens all stood and recited the Pledge of Allegiance to America.

APPROVAL OF MINUTES

Tim Smith made motion to approve the minutes of the July 16, 2015 meeting as submitted. Bruce Altznauer seconded, all voted in favor and motion carried. Bruce Altznauer made motion to approve the minutes of the July 20, 2015 regular meeting at 7:00PM and the public hearing at 7:30PM. Tim Smith seconded, all voted in favor and motion carried. Tim Smith made motion to approve the July 23, 2015 minutes of the public hearing at 6:00PM and the public hearing at 6:30PM as submitted. Bruce Altznauer seconded, all voted in favor and motion carried. Bruce made motion to approve the minutes of the July 27, 2015 public hearing as submitted. Tim Smith seconded, all voted in favor and motion carried.

SENIOR EXEMPTION LEGISLATION – REPRESENTATIVE DAVE BELTON

Representative Dave Belton was present and said he was pleased to give the Council the official paperwork for HB 125 his first bill presented and passed and signed by the governor on May 6, 2015. This will allow for a referendum to be voted on allowing a homestead exemption of 10,000.00 for seniors 65 and older. This will be on the ballot of the upcoming election on November 3, 2015. The council thanked Representative Belton.

UTILITY SERVICE GROUP TELECOMMUNICATIONS – DEBBIE SULLIVAN

Debbie Sullivan and Lee Duke addressed the council and said the company was formed in 1999. They said they protect tank owners that allow wireless companies to place their antennas. She said they market the tanks to the wireless industry and make sure it is put up properly. They said they market 2000 tanks. The management agreement allows them to market the tank at no cost or obligation to us. We design the installation and make sure the tank can be maintained. It is at no cost to the city and if a carrier chooses to use the tank it is a 70/30 split on the revenue. Utility Service handles everything. The payment comes on March 1st and the city gets paid whether Utility Service has received the money or not. They said Verizon was interested in our site and even though the agreement was expired they submitted our tank site. Debbie Kilgore stated the contract had been sent to the attorney and he had a list of concerns. The attorney just sent this to us today you can contact him directly. Debbie Sullivan and Lee Duke thanked them for their time and said they would give the attorney’s concerns to their legal staff.

HITCHING POST – ED HOGAN

Ed Hogan was not present. Debbie Kilgore stated that Ed Hogan said citizens had been riding their horses to town and wanted to know if it would be a possibility to place a hitching post in the park. I discussed this with the attorney and he stated it would not be a good idea because of children playing in the park.

ORDINANCE FOR PEDDLERS LICENSE

Debbie Kilgore stated that the city gets calls in regards to peddler’s license. She said she talked to John Nix and he said that a peddler’s license is a totally different from a business license. The council agreed to check into it further with Chuck and the attorney.

BUDGET CORRECTION – GENERAL FUND

Debbie Kilgore stated that the excel program added the revenues incorrectly. She advised that she would give the corrected figures to them next month.

Tim Smith made motion to adjourn at 7:28. Bruce Altznauer seconded, all voted in favor and motion carried.
