CALL TO ORDER

Mayor pro tem Brenda Thompson called to order the regular meeting of the Rutledge city council on the above date. Council members Tim Smith and Bruce Altznauer were present as were members of the public. Council member Chad Cook was absent. City attorney John Nix was present. Mayor James Bratcher was also present but asked Brenda Thompson to read the agenda. Attorney John Nix advised the council to amend the agenda to add item 3-A executive session for the purpose of threatened litigation. Tim Smith made motion to amend the agenda to add item 3-A executive session to discuss threatened litigation. Bruce Altznauer seconded, all voted in favor and motion carried.

ANNOUNCEMENTS

Debbie Kilgore advised the council that city hall would be closed Wednesday, April 23rd for training.

APPROVAL OF MINUTES

Tim Smith made motion to approve the minutes of the March 16, 2015 meeting as submitted. Bruce Altznauer seconded, all voted in favor and motion carried.

EXECUTIVE SESSION

Bruce Altznauer made motion to enter executive session for the purpose of threatened litigation. Tim Smith seconded, all voted in favor and motion carried. Bruce Altznauer made motion to exit executive session. Tim Smith seconded, all voted in favor and motion carried.

ORDINANCE VIOLATION – 130 WEST MAIN STREET

Building inspector Chuck Jarrell informed the council that the municipal court judge had given Mr. Bessimer a final order to get the work done on the house by April 8th with an option to grant an extension of no more than 60 days. He said he met with Mr. Bessimer and asked about a time table and he gave no specific answer. He has made some progress. The court order gives us an option to complete the project or give 60 more days. How do you want to move forward? Bruce Altznauer made motion to grant Mr. Bessimer 60 days to complete the project. Tim Smith seconded, all voted in favor and motion carried.

DISCUSSION OF STORM DRAIN – JIM WALL

Mr. Wall addressed the council and stated that he had lived at 311 Centennial road for 13 years and said they cannot access the back of their property except by a four wheeler. The water runs off of 278. Over the years it has just stopped and will not run or anything. It needs to be dug out. There are three places that need pipe. Mrs. Wall stated that they are willing to pay some of the cost to fix it if the city will help. Bruce Altznauer asked could the county help and Mayor Bratcher stated that the county would not go on to private property. Brenda Thompson said they would check and see what the best options are. Debbie Kilgore stated she would get Guy Kemp with GRWA to look at it.

APPROVAL BUSINESS LICENSE – BULLDOG BARBER SHOP

Debbie Kilgore advised the council that the barber shop would be located in Gregory Hollis’s building next to the Baptist church and that it is allowed. Tim made motion to approve the business license for Bulldog Barber shop located at 108 West Main Street. Bruce Altznauer seconded, all voted in favor and motion carried.

APPROVAL BUSINESS LICENSE – GA GRILL & CAFÉ OF RUTLEDGE

Tim Smith made motion to approve the business license for GA Grill & Café located at 159 Newborn Road. Bruce Altznauer seconded, all voted in favor and motion carried.

APPROVAL OF ALCOHOL LICENSE – GA GRILL & CAFÉ

Bruce Altznauer made motion to approve the alcohol license for GA Grill & Café located at 159 Newborn Road contingent on receiving the articles of incorporation. Tim Smith seconded, all voted in favor and motion carried.

FOLLOW UP OF ALLEY / DRIVEWAY – FRED FRANKLIN

Not present

REQUEST FOR PROCLAMATION DESIGNATING MAY 23RD – PURPLE HEART CITY

Tim Smith made motion to approve the request designating May 23rd as a day to remember veterans who received purple heart medals and Rutledge as a purple heart city. Bruce Altznauer seconded, all voted in favor and motion carried.

PARKING – JUSTIN KENNEDY

Not present.

POLLING PLACE NOVEMBER ELECTION

Debbie Kilgore advised the council that the Board of Elections would like to change the polling place temporarily to alleviate confusion about going to two different places to vote due to the ELOST question on the ballot. If you agree a resolution will be sent to be approved at the May meeting. Council agreed on the temporary change.

TANK PRO MAINTENANCE CONTRACT

David Wright with Tank Pro addressed the council and said the current company the city does business with is not fulfilling their contract. He said their contract is very vague. He said Utility Service has not done what they said they would do. By law you can cancel their contract. We make tanks rust free and finance with no interest. Debbie Kilgore advised the council that there were other companies that want an opportunity to give a quote on our tanks. She said we have already paid Utility Service to renovate our tank. It was agreed the city would get other quotes.

UPDATE PARK DEDICATION

Debbie Kilgore informed the council that the junipers had been planted at the park, Sonny Bray had installed the electrical and bleachers had been installed. Adrianne Lachappelle said they were sending out invitations to Rutledge residents and RBC is providing the food.

DATE FOR BUDGET WORK SESSION

Debbie Kilgore stated that she had scheduled a budget work session for May 28, 2015 at 6:00pm.

Council members agreed on that date to meet.

Bruce Altznauer made motion to adjourn. Tim Smith seconded, all voted in favor and motion carried.
