CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge city council on the above date.  Council members Brenda Thompson, Chad Cook, James Bratcher and Bill Spann were present as were members of the public.

 

ANNOUNCEMENTS

Mayor Knight thanked everyone that helped with Christmas in the country.  He also added a special thanks for all the work Joellen Artz did over seeing the event.

 

APPROVAL OF MINUTES

Bill Spann made motion that the minutes of the October 15th regular meeting be approved as submitted.  James Bratcher seconded, all voted in favor and motion carried.

 

LEASH LAW REMINDER

Mayor Knight reminded the public that Rutledge has a leash law.  He stated that there have been complaints and asked that the newspaper put a reminder to the public in their article.  He advised anyone with a complaint needs to call animal control directly.

 

NUNNALLY ROAD QUOTE

Mayor Knight advised the council that there had been a request to have Nunnally road scraped and the county said they would scrap it for a cost of $300.00.

 

SLUDGE REMOVAL

Mayor Knight advised the council that the oxidation pond was about 45 years old and the sludge had never been removed.  He said it is four feet deep and it has been determined that there is two feet of sludge.  He said we are in the process of putting a bid package together.

 

BUSINESS LICENSE APPROVAL

Not Present.

 

SPEED HUMPS – NEIL FITZGERALD

Neil Fitzgerald addressed the council and said that he was glad the city put down the speed humps but that he had a suggestion.  He said at night the reflectors do well but in the afternoon there is one on Dixie Highway that looks like a shadow.  He said if you paint the whole hump they would be more visible.  He said the price to do all of them would be $586.00.  Brenda Thompson stated if it was only one on Dixie with the problem why he would want all of them painted.  He said it is just a suggestion.  He said some of the humps have skid marks where people are slamming on brakes.  Chad Cook said if they are leaving marks then they are going too fast in the first place.  James Bratcher said

when we have to repaint the yellow lines in the road we can look at outlining the white arrows on the speed humps at that time.   Mayor Knight said when we repaint the arrows if it is legal to use the yellow we can do it at that time.  Chad Cook stated people just don’t like speed humps.  He said I have no problem with outlining the arrows but we need to wait until it is time to repaint them.

 

Bill Spann made motion to adjourn at 7:15pm.  Brenda Thompson seconded, all voted in favor and motion carried.
