CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge city council on the above date.  Council members Brenda Thompson and James Bratcher were present.  Council members Bill Spann and Chad Cook were absent.  Reporter Michael Prochaska was present.  No citizens attended the meeting.

 

APPROVAL OF MINUTES

James Bratcher made motion to approve the minutes of the July 16, 2012 meeting as submitted.  Brenda Thompson seconded, all voted in favor and motion carried.  Brenda Thompson made motion to approve the minutes of the July 19, 2012 public hearing as submitted.  James Bratcher seconded, all voted in favor and motion carried.  Brenda Thompson made motion to approve the minutes of the July 19, 2012 second public hearing as submitted.  James Bratcher seconded, all voted in favor and motion carried.

 

ALCOHOL ORDINANCE AMENDMENT

James Bratcher made motion to approve the first reading of the Ordinance to amend section 4-43(2)(a) and (c) of article II and section 4-73(b)(1) and (3) of article III of chapter 4 of the Rutledge City Code entitled “Alcoholic Beverages” so as to permit and regulate package sales by retailers of malt beverages, wine and distilled spirits on Sundays; to amend section 4.108(1) and section 4.125 of article IV of chapter 4 of The Rutledge City Code entitled “ Alcoholic Beverages” so as to permit and regulate consumption on the premises by the drink on Sundays; to repeal conflicting laws; and for other purposes.  Brenda Thompson seconded, all voted in favor and motion carried.

 

EMPLOYEE POLICIES AND TRAINING

Mayor Knight advised the council that LGRMS which was the cities liability insurance carrier had sent a list of recommendations for the city to do regarding policies and training.  Debbie Kilgore stated that they were working on the list and were in the process of ordering training materials for the employees and that the council would need to start doing an annual review of their personnel policies and were working on writing and implementing the new policies for which they recommended.

 

SERENDIPITY – ADDITIONAL USE FOR MEETINGS

Mayor Knight stated that the owner of Serendipity had contacted City Hall in regards to renting out a portion of their building to hold conferences and meetings.  He said that in reviewing the ordinance it would be allowed but they would need to apply for an additional business license and it would have to come before the council since it would be a separate business. 

 

James Bratcher made motion to adjourn.  Brenda Thompson seconded, all voted in favor and motion carried.
