Regular Meeting - April 16, 2012 PDF Print E-mail

                

CALL TO ORDER

Mayor Knight called to order the regular meeting of the Rutledge City Council on the above date.  Council members Brenda Thompson, Chad Cook, Bill Spann and James Bratcher were present as were members of the public.

 

AGENDA AMENDMENT

Mayor Knight advised the council that the agenda needed to be amended to add item 6(a)

Resolution-Referendum on Sunday Sales of Distilled Spirits or Alcoholic Beverage Purposes By the Drink.  Brenda Thompson made motion to amend the agenda to add item 6(a) Resolution-Referendum.  Chad Cook seconded, all voted in favor and motion carried.

 

APPROVAL OF MINUTES

James Bratcher made motion to approve the minutes for the March 19, 2012 meeting as submitted.  Brenda Thompson seconded, all voted in favor and motion carried.

 

BUSINESS LICENSE APPROVAL

Mayor Knight advised that the business license was for his wife and at this time he would turn the meeting over to Brenda Thompson and he would leave until they had discussed and voted on the issue.

 

Brenda Thompson stated that the business license approved last month for Jamie Knight for a grocery store had been overlooked that it was a conditional use only for that zoning. She stated there had been several grocery stores there and we were sure it was permitted, and it is but by a conditional use only.  She said the business license has been resubmitted as a Farmers market and they can not sell any household items until it goes to Planning and Zoning for approval and then it will come back to the council.  James Bratcher made motion to approve the business license for Neighbor’s Market submitted by Jamie Knight.  Chad Cook seconded, all voted in favor and motion carried.  Mayor Knight came back into the meeting at this time.

 

COUNTRY FAIR – MICHAEL HUGHES

Dr. Hughes addressed the council and said he was there on behalf of parks and recreation and the merchants.  He stated that they would like to request the help of the city workers to help put up and take down the barricades.  Mayor Knight advised him that it would not be a problem and they could help.  Dr. Hughes said we have limited funds and would like to request $400.00 for WMOQ for marketing promoting the fair and the town.  Mayor Knight asked for them to get their budget wrote up and submit it to him.

 

INTERGOVERNMENTAL AGREEMENT BOARD OF ELECTIONS

Mayor Knight stated that this agreement would be between the Morgan County Board of Elections and the City of Rutledge to do our elections.  Debbie Kilgore stated the cost would be just for what ever it costs to do the election such as advertising, printing and paying the poll workers.  James Bratcher stated why does it have to have a term of 50 years.  Mayor Knight advised that the contract could be terminated by either party in writing within 60 days.  He said the city attorney looked over it and said it was fine.  Bill Spann made motion to approve the agreement.  Brenda Thompson seconded, all voted in favor and motion carried.

 

RESOLUTION-REFERENDUM ON SUNDAY SALES OF DISTILLED SPIRITS OR ALCOHOLIC BEVERAGES FOR BEVERAGE PURPOSES BY THE DRINK

Mayor Knight advised the council that last month when they approved the resolution for Sunday package sales they did not think about restaurant sales.  He said this resolution will also put that on the ballot.  Chad cook made motion to adopt the Resolution – Referendum on Sunday sales of distilled spirits or alcoholic beverages for beverage purposes by the drink.  Bill Spann seconded, James Bratcher voted in favor, Chad Cook voted in favor, Bill Spann voted in favor, Brenda Thompson voted against and motion carried with a constitutional majority.

 

APPROVAL TO USE STATE RETENTION SCHEDULE

Mayor Knight advised that this was just a schedule of how long you keep records before they can be destroyed.  He said we don’t have one.  Brenda Thompson made motion to approve using the states retention schedule.  Bill Spann seconded, all voted in favor and motion carried.

 

Brenda Thompson made motion to adjourn.  Chad Cook seconded, all voted in favor and motion carried.
