CALL TO ORDER
Mayor Knight called to order the regular meeting on the above date. Council members Tom Strott, Brenda Thompson and James Bratcher were present as were members of the public. Council member Bill Spann was absent.
ANNOUNCEMENTS
Michael Hughes advised the council that the Rutledge Country Fair had been scheduled for May 21st from 9:00AM to 4:00PM. He said it will be a Bluegrass jamboree, antique car show, parade, arts and crafts and rides for children. He stated that the parade will take the same route as last year and they would be asking for volunteers to keep the children back during the parade. He also said they need assistance emptying trash and cleaning up afterwards.
APPROVAL OF MINUTES
Brenda Thompson made motion that the minutes of the March 21, 2011 meeting be approved as submitted. Tom Strott seconded, all voted in favor and motion carried.
TRAFFIC CALMING STUDY – MARC ACAMPORA
Marc Acampora addressed the council and provided them with a copy of the traffic calming study that he had prepared. He stated that he had done the study for the placement of speed humps. He advised that we had the wrong bumps especially on East and West Dixie. Humps are what you need. When they are placed as spot treatments more than 500 or 600 feet they lose their effectiveness. You could put 6 on East and West Dixie, 5 on East and West Main and 2 on Fairplay and would also need to warn people with signage. You need signs that say speed limit reduction and speed checked by radar is also a good enforcement. It is a simple plan and there is a lot of flexibility. The speed humps can vary in width, 20ft or so or you can save money by building your own. The prefab are about $1500.00 each. Tom Strott asked if he could address ADA issues as far as the speed bumps. Mr. Acampora said that is a non issue the road is designed for an automobile not a wheelchair. He said it is best to place the speed humps on property lines between houses. He stated that he would be glad to come out and help with the placement of the humps if we would like for him to.
CITY SERVICES – DEVON DARTNELL
Mayor Knight advised the council that Mr. Dartnell bought the property owned by Lamar Jackson at 303 Fairplay. He said it is agricultural and is on 70 acres and he does not want to be on the cities water. Mr. Dartnell stated that when they bought the property he drilled a well and the Jacksons kept paying the water bill because they had buildings that were plumbed through their house. He said I did not know that there was an ordinance and I spent $6000.00 on drilling a well. He said I drive to Bostwick everyday and pass by a dumpster and have been taking the trash off all this time also. The Jacksons have quit paying and that is the history. I did not know we had garbage service. Tom Strott stated we have an ordinance that if you have no other city services you may opt out of the garbage. Mayor Knight said my recommendation would be that you give up your meter and if you should ever decide to get back on the city water you would have to pay a full tap fee, you will be forfeiting the tap that is there. James Bratcher made motion that the mayor check with the city attorney and if there is no problems then we allow Devon Dartnell to forfeit his meter and should he ever want to tie back on to the water system he pays the full cost of a new tap. Brenda Thompson seconded, all voted in favor and motion carried.
GARBAGE CONTRACT
Mayor Knight stated that the attorney is still reviewing.
RECYCLE DROP OFF SITE
Ed Hogan advised the council that a lot of people were asking about a recycle drop off site for Rutledge. Mayor Knight stated that when Bill Spann was mayor the city had one and it became a trash dump. He said people were taking household garbage and putting in with the recyclables. He said trash was everywhere. People can drive the distance to the drop off sites in the county. Tom Strott stated that it would be hard to maintain and keep clean without charging the residents. Ed asked if he could put containers around the park for cans only. The council agreed that they could for cans.
LANDSCAPING / FAIRPLAY & EAST MAIN / REC DONATION
Ed Hogan said that they wanted to do some work around the tree on the corner of Main and Fairplay. He said Molly wants to know if they can and what would they be able to do. Spencer said he would talk with Molly.
CREPE MYRTLES ON ROW – SEEDS FOR GRASS ON ROW
Ed Hogan stated that Molly would like to plant crepe myrtles on the ROW in front of their house on W Dixie and that there was a request for grass seeds to be planted on ROW in front of a citizen’s house. Mayor Knight stated that he would meet with Molly in regards to the trees. He said that grass seeds could be planted but the city would not pay for it.
BUDGET WORK SESSION DATE
Debbie Rutherford advised that the council needed to have a work session to discuss budget needs. A date was tentatively set for May 17th at 6:00PM.
CITY PARKS UPDATE
Mayor Knight announced that the Beautification Committee presented the city with a check for $2000.00 towards bleachers for the ball field and said the city appreciates everything they do for us. He said we should start moving dirt on the park project in July.
LEASH LAW
Mayor Knight reminded the citizens that there is a leash law and asked the reporter to mention it in the Morgan County Paper.
