CALL TO ORDER

Mayor Knight called to order the regular meeting of Rutledge City Council on the above date.  Council members James Bratcher, Bill Spann and Tom Strott were present as were members of the public.  Council member Brenda Thompson was absent.

 

APPROVAL OF MINUTES

Bill Spann made motion that the minutes of the December 20, 2010 meeting be approved as submitted.  James Bratcher seconded, all voted in favor and motion carried.

 

BILLING ISSUES / STANLEY HARRIS

Not present.

 

BUSINESS LICENSE APPROVAL / ADRIAN PRITCHETT

Adrian Pritchett was present and introduced himself to the council.  He stated that he was moving his practice from Athens to Rutledge at 114 Fairplay Street.  He stated that he was an attorney and specialized in bankruptcy, divorce and civil litigation.  Tom Strott made motion to approve the business license, Adrian Pritchett, LLC located at 114 Fairplay Street.  James Bratcher seconded, all voted in favor and motion carried.

 

QUOTES CHRISTMAS DECORATIONS

Mayor Knight advised that we had quotes for New Christmas decorations.  He stated that Display Sales was the cheapest at $5675.00 and that was to replace the existing decorations with the exact ones but using LED lights.  He stated that this was the company we originally got them from years ago.  Debbie Rutherford advised that the city may want to add more wreaths so there would be decorations on each side of town.  Tom Strott made motion to approve the purchase of Christmas decorations from Display Sales at $5675.00 and to bring back the cost of additional wreaths before ordering for approving.  Bill Spann seconded, all voted in favor and motion carried.

 

GARDEN CLUB / TREE LIGHTS / LINDA BRATCHER

Linda Bratcher and Molly Lesnikowski were present and wanted an update on the lights in the trees.  Spencer stated that the lights were to tight around the tree and did not work.  He advised that this spring the park would be landscaped.  The ground will be torn up and as far as fixing the underground electrical.  When we do the landscaping we will                                                                               get a quote on new lines and burying them.  He said instead of putting lights on the branches of the trees we could mount the one on the ground that would shine up in the tree.  He stated that we would have to work this around the yard sale and the fair.  Tom Strott stated maybe we should wait until after the fair.    Spencer stated that if any of the lights on the trees could be salvaged we would.  We will work on a landscape plan and by the next meeting we can have something going.  Molly stated that the Garden club had been talking about lights around the buildings.  Spencer stated that would be up to the individual owners and then it would need to be brought to us.

 

SPEED BUMPS / TOM STROTT

Tom Strott stated that there is no doubt that the speed bumps have slowed people down, but do they have a tapered piece that could go on them.  Spencer stated that they do not because they are mobile.  They are meant to slow people down and that is what they have done.  He stated we need to get up the ones on West Main.  John Artz addressed the council and stated that there needs to be some on East Dixie near the Breedlove house. 

 

ORDINANCE / OUTDOOR WATERING / 2ND READING

Mayor Knight read the ordinance ( attached to minutes).  He stated that this was mandatory for all cities.  Tom Strott made motion to approve the second reading of AN Ordinance to amend section 42-47 of chapter 42 entitled Sprinkling Restrictions by the deletion of said section in it’s entirety: to replace said section with a new section 42-27 entitled “ outdoor watering of landscape”; to repeal conflicting laws; and for other purposes.  James Bratcher seconded, all voted in favor and motion carried.

 

PROPERTY TAX EXEMPTION – SENIOR CITIZENS

Tom Strott made motion to draft a resolution for a homestead exemption for senior citizens.  James Bratcher seconded, all voted in favor and motion carried.

 

EXECUTIVE SESSION

Tom Strott made motion to exit regular session for the purpose of entering executive session to discuss personnel.  James Bratcher seconded, all voted in favor and motion carried.  James Bratcher made motion to exit executive session for the purpose of entering regular session.  Bill Spann seconded, all voted in favor and motion carried.

 

James Bratcher made motion to adjourn.  Bill Spann seconded, all voted in favor and motion carried.
