CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge city council on the above date.  Council members James Bratcher and Brenda Thompson were present.  Council members Tom Strott and Bill Spann were absent.  Members of the public were also present. 

 

APPROVAL OF MINUTES

Brenda Thompson made motion that the minutes of the October 19, 2009 meeting be approved as submitted.  James Bratcher seconded, all voted in favor and motion carried with a constitutional majority.  Brenda Thompson made motion that the minutes of the November 10, 2009 meeting be approved as submitted.  James Bratcher seconded, all voted in favor and motion carried with a constitutional majority.

 

FINANCIAL UPDATE

Debbie Rutherford gave an update on the utility billing and checking account balances.

 

PARKING LOT

Mayor Knight advised the citizens present that the parking lot would be where the old shed was.  He said that he met with the engineers this week and the drawings are close to being completed.  He said there will be about twelve parking spaces added.  He stated the ditches will be covered.  He advised the issue of the alley and parking behind yesterdays is being worked on.  Sonny Bray said something could happen this weekend with Christmas in the Country.  It would be bad for the city if cars get towed.  The paper advertised free parking city wide.  We don’t need what we had a few weeks ago.  The signs say customer parking.  I could understand if there was a business there.  The city needs to solve this issue.  Mayor Knight advised that hopefully this would be over soon.  James Bratcher said we need to set up some barrels along the fence and put up some tape so no one will park there over the weekend..

 

GAZEBO UPDATE

Mayor Knight stated that the new gazebo would double the size of the old bandstand.  He advised that Tom was concerned that the railing would block the view of the band.  He said we can take that off.  He said Tom also suggested that the stairs go all the way around and have windows in the very top.  He said he would get prices on the changes.

 

WELL UPDATE

Mayor Knight advised the council that we are ready to drill our last test well.  He stated that all the grading has been done and the site is on the same side as the park at the bottom of the hill.  He informed the council that the well on Nunnally Street has been having problems and has a quote from Oconee Well for $3200.00 for the repairs.  He stated this is for the check valve, piping and to camera the well casing.  James Bratcher

made motion to approve the quote for the repair of the Nunnally Street well.  Brenda Thompson seconded, all voted in favor and motion carried with a constitutional majority.

 

ANNOUNCEMENTS

Mayor Knight advised that he had been receiving complaints about dogs at large.  He stated that he was going to try and have animal control at the December meeting to inform the public on how to report the animals at large.  He asked the newspaper to remind the public that there is a leash law in Rutledge.
