CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge city council on the above date. Council members Tom Strott, James Bratcher, Brenda Thompson and Bill Spann were present. Mayor Knight asked to amend the agenda to include approval of a business license for Jamie Knight to open a Christmas shop. Tom Strott asked what kind of shop and where. Mayor Knight said it would be a retail shop in downtown. He said he was not sure of the exact location. There are not many spaces available. He said she would sell gifts, candy and fruit. She is in the process of working out the details to see if it can actually happen. Tom Strott made motion to approve the amended agenda. Bill Spann seconded, all voted in favor and motion carried.
APPROVAL OF MINUTES
Bill Spann made motion that the minutes of the September 21, 2009 meeting be approved as submitted. Brenda Thompson seconded, all voted in favor and motion carried.
FINANCIAL UPDATE
Mayor Knight said the financial reports looked good and it was not necessary for Ouida Autry to read the figures. Tom Strott said the Water Fees seem high and did not look right. He read the receipts for September from the System Totals report. He was concerned the Budget vs. Actual report was incorrect. Brenda Thompson said the report was for July, August and September. Mayor Knight said we would get it straightened out.
RECREATION PARK/SKATE PARK
Mayor Knight asked Tom Strott to update on the skate park. Tom Strott said he had spoken with Mr. and Mrs. Baldoni. They told him when they went back to Social Circle and told them Rutledge was interested in partnering with them Social Circle decided they wanted to keep the funding in Social Circle and Walton County. The Baldoni’s decided to go with Social Circle. Tom Strott said we are again on our own. The Baldoni’s have been working with Social Circle for some time on this. Brenda Thompson said she is glad they are getting it done. They have waited a long time. Mayor Knight said he had received an email from Spohn Ranch Skate Park and would be looking at their ideas for our skate park.
PARKING LOT UPDATE
Mayor Knight advised the council that Marty Boyd had not been able to start the surveying on the parking lot because of the rain. The project should be back on track this week.
UPCOMING HOLIDAY EVENTS
Mayor Knight asked about any upcoming holiday events. James Bratcher asked about the status of the Bandstand. Mayor Knight said he would let them know as soon as he had something. Mayor Knight said there would be down time between Halloween and Christmas in the Country. James Bratcher said Christmas in the Country starts around Thanksgiving weekend.
Mayor Knight said we spent some money on pine straw but only for the downtown area. Mayor Knight asked if James Bratcher could donate any time on trimming the shrubs. James Bratcher said he would. Brenda Thompson asked about the Halloween festivities. Mayor Knight said there will be a Haunted Hayride and a Halloween costume contest this Saturday. He asked the newspaper reporter present to call Ed Hogan to get the full details. He said he would like everyone to participate in the “Trunk or Treat” this year so everyone bring your car and candy. He said we would be getting the town ready for Christmas.
James Bratcher asked about the drawing for the gazebo and the time frame to build it. Mayor Knight said if we have everything set and ready to go, it should only take about 1 week to take down the bandstand and move it, 2 days to frame the gazebo, 1 day to roof and 1-2 days to paint the following week. He also said we are getting bids to replace the jail roof. Tom Strott asked what kind of roof is it, a rubber membrane? Mayor Knight said he did not know. He would have to look at it and see.
Bill Spann asked about the advisory board material in the council packet. Mayor Knight asked if anyone wanted to sit on the board. Bill Spann said it should be either the Mayor or Ricky Blevins. Tom Strott and Brenda Thompson read aloud part of the advisory board email. Mayor Knight said Ricky Blevins should be the designee. Mayor Knight said for the City Clerk, Debbie Rutherford, to let Ricky Blevins know about the council’s decision.
