CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge City Council on the above date.  Council members James Bratcher and Bill Spann were present.  Council members Tom Strott and Brenda Thompson were absent.  Members of the public were also present.

 

APPROVAL OF MINUTES

Bill Spann made motion that the minutes of the March 16, 2009 meeting be approved as submitted.  James Bratcher seconded, all voted in favor and motion carried. 

 

FINANCIAL UPDATE

Debbie Rutherford gave and update on the checking account and utility billing balances.

 

BUSINESS LICENSE APPROVAL – JEANETTE COOK

Jeanette Cook was present and advised that this was a home office called The Ele Spa.  She said they would be making soap and taking it elsewhere to sell.  Mayor Knight advised that a home office is a permitted use.  James Bratcher made motion to approve the business license.  Bill Spann seconded, all voted in favor and motion carried.

 

RESOLUTION – PARTIAL PLAN UPDATE – RDC

Bill Spann made motion to approve the resolution for the Partial Plan Update for Morgan County’s Comprehensive Plan for the City of Rutledge.  James Bratcher seconded, all voted in favor and motion carried.

 

RUTLEDGE CITY PARK PLAN

Mayor Knight advised the council that the plan had been drawn up for the city park at the fire department.  He stated that the softball park is in the existing spot.  He said tennis courts, walking trails and a basketball court would be added in stages.  He said this would be something for people to do and anyone could use it.

 

GARBAGE SERVICE

Mayor Knight advised the council that the garbage contract with Sinclair Disposal would expire in June and needs to be renewed.  John Watson was present and asked was garbage an option.  Mayor Knight advised him that if you live in the city limits it is mandatory.  John Artz stated that they recycle and have very little garbage and would like to have some flexibility.  He said we do not need to be picked up weekly.  Mayor Knight stated he would check with the garbage company on the pick up schedule.  He advised the council that we were getting prices on the garbage and would have them next month.

 

Chad Cook asked the council about getting speed bumps on Dixie Hwy.  He said the speed limit is 25 and they go at least 50.  Mayor Knight advised that DOT would not pave the roads if they have speed bumps on them.  Sheriff Markley was present and said he would .
