CALL TO ORDER

Mayor Spencer Knight called to order the regular meeting of the Rutledge City council on the above date.  Council members Bill Spann, Tom Strott, and James Bratcher were present as were members of the public.  Council member Brenda Thompson was absent. 

APPROVAL OF MINUTES

Bill Spann made motion that the minutes of the February 16, 2009 meeting be approved as submitted.  Tom Strott seconded, all voted in favor and motion carried.

FINANCIAL UPDATE

City Clerk Debbie Rutherford gave an update on the checking account and utility

billing balances.

WATER METER LOCK TAMPERING FEES

Mayor Knight advised the council that we now charge $25.00 if someone cuts their lock.  He said our ordinance says we can charge up to $500.00.  Tom Strott asked if we were having problems with people cutting their locks.  Mayor Knight answered yes and said we will now charge $50.00 for the first time and $250.00 if they cut it a second time. He instructed the city clerk to put this new amount on the customer’s next utility bill.

FEARS ROAD TOWER – TAP REQUEST

Home owner not present.

WALTON EMC FRANCHISE AGREEMENT

Mayor Knight advised the council that we already collect franchise fees from Walton EMC.  He said that the city attorney had already looked over this and said everything is okay.  Tom Strott made motion to authorize the mayor to sign the Walton EMC Franchise Ordinance Granting Permission and Consent. Bill Spann seconded, all voted in favor and motion carried.
