CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge City Council on the above date. Council members Tom Strott, James Bratcher and Brenda Thompson were present. Council member Bill Spann was absent. Members of the public were also present.
ANNOUNCEMENTS
None
APPROVAL OF MINUTES
Brenda Thompson made motion that the minutes of the January 20, 2009 meeting be approved as submitted. Tom Strott seconded, all voted in favor and motion carried.
FINANCIAL UPDATE
Debbie Rutherford gave an update on checking account and utility billing balances.
WADE WHITEHEAD – CLASSIC ROCK CAFÉ – DRIVEWAY ISSUES
Mayor Knight advised the council that this issue was in regards to a hole in the driveway and that he had spoken to Mr. Whitehead.
WATER TOWER – HOMEOWNER ISSUES
Mayor Knight advised the council that the engineer Marty Boyd was working on this issue and would get back to us at a later time.
RATE STUDY REVIEW – BILL POWELL
Bill Powell with Georgia Rural Water was present to go over the rate study review. Bill Powell advised the council that the rates he had came up with are not carved in stone and that he was here to work with us. He said that you would have to raise the rates in order for the water fund to be self sufficient. Tom Strott stated that we have been subsidizing the water fund with property taxes. He stated the amount we have been transferring is the amount of our property taxes. Bill Powell asked about the transfer. He said he had made a mistake on the transfer amount and would have to correct some of the numbers. Tom Strott said we need to know what it is going to take without the transfer. Bill agreed to go back and work some new numbers and get the paperwork back to the city clerk.
