CALL TO ORDER
Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brandie Owens, Adam Beckstine, Brenda Thompson and Tony Sells were present. Emily Whitten with the Morgan County Citizen was also present.
PLEDGE OF ALLEGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Brenda Thompson made motion to approve the minutes of the August 20, 2024, meeting as submitted. Adam Beckstine seconded, all voted in favor and motion carried.
GEORGIA READS DAY PROCLAMATION
Mayor Altznauer informed the council that Governor Kemp will proclaim September 30, 2024, as Georgia Reads Day, drawing attention to the goal of improving literacy skills throughout the state. Mayor Pro-Temp Brandie Owens read the proclamation. Mayor Altznauer said he hopes something can be done for it at the library at the Community Depot.
INFORMATION ON FEARS ROAD WELL
Mayor Altznauer advised the council the well on Fears Road is operating as scheduled. He said we have the generator installed and everything is hooked up but there is one more step to take. The software manufacturer has to come out and give a tutorial before it can be started up. Currently if there is an outage Ernest Clark has to go out and flip a switch. He said the portable generator has not yet been tested because the pad at Nunnally Street needs to be enlarged. We are going to do that with crush and run.
UPDATE ON PAVING – INDIAN CREEK / KELLY STREET
Mayor Altznauer said we had one major surprise and one minor surprise. In Indian Creek they found that the asphalt was only one inch thick. They have done all the patching and we are now waiting on them to come back with asphalt. After they patched Indian Creek, they go on to Kelly Street. I get a text from Ernest to come to Kelly Street. When they were grading Kelly Street the asphalt truck fell through the street, someone had paved over a well. It was only covered with metal and gravel. The asphalt company filled it up and paved over it. They will now come back and put down the final coating in a couple of weeks.
PUBLIC BATHROOM UPDATE
Mayor Altznauer said the roof is finished, the bricks have been fixed and painted. The big door with the flowers painted on it is now a dark blue. Tile has been put on the walls and new fixtures installed. The middle section has been fixed and will be used for storage. It looks great. This work is being done only for labor and materials. They have been working on it since our last meeting. I hope it will be finished this week.
PARK UPDATE
Mayor Altznauer said Ricky Blevins will be putting the pipe in for water and sewer as soon as the pipe comes in. Ted Medford has been letting us use the water at Profaom to water the trees. As soon as we get the water run grass will be planted. Brenda Thompson asked if the bathrooms would be put near the entrance. The Mayor said yes, we will install a grinder pump back there for the sewer. He said all has gone well so far and we are fortunate to get it. The property has been turned over to the City. The easement to the entrance is not complete, I was told Reid Griffin had added something. Brandie Owens said didn’t we already approve the easement. Debbie Kilgore said the approval was subject to final approval from City Attorney John Nix.
Adam Beckstine made motion to adjourn at 6:28. Tony Sells seconded, all voted in favor and motion carried.
