CITY OF RUTLEDGE PUBLIC HEARING / REGULAR MEETING – JULY 16, 2024
CALL TO ORDER
Mayor Altznauer called to order the public hearing on the above date. Council members Brandie Owens, Anthony Sells and Adam Beckstine were present as were members of the public. Council member Brenda Thompson was absent.
PLEDGE OF ALLEGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
ZONING MAP AMENDMENT REQUEST BY SARA SHEPHERD
Mayor Altznauer said the zoning map amendment was for 9.45 acres on Newborn Road and Hwy 278. Mayor Altznauer then turned the meeting over to Morgan County Planner Tara Cooner to go over the staff report
STAFF REPORT – TARA COONER
Tara Cooner addressed the council and said the 9.45 acres has been part of conservation use and is time to renew but because of the property split it did not qualify. They wanted to combine with the property across the street. When seeking to recombine the parcels, the applicant was informed that the zoning would have to be changed so it would not be split zoned. The change is from C2 to NMU. She said this passed unanimously.

Mayor Altznauer said the public hearing is now closed.
CONSIDERATION OF AMENDMENT BY COUNCIL
Council member Brandie Owens made motion to approve the zoning map amendment request by Sara Shepherd for 9.45 acres located on Newborn Road, from C2 to NMU (Tax Parcel R04-022C). Adam Beckstine seconded, all voted in favor and motion carried.
REGULAR MEETING
Mayor Altznauer called to order the regular meeting.
AGENDA AMENDMENT
Adam Beckstine made motion to amend the agenda to add a business license approval. Tony Sells seconded, all voted in favor and motion carried.
APPROVAL OF MINUTES – JUNE 18TH AND JUNE 25TH
Brandie Owens made motion to approve the minutes of the June 18, 2024, meeting as submitted. Adam Beckstine seconded, all voted in favor and motion carried. Brandie Owens made motion to approve the minutes of the June 25, 2024, meeting as submitted. Tony Sells seconded, all voted in favor and motion carried.
BUSINESS LICENSE APPROVAL – NICOLAS DELAIR – EASTERN ELECTRIC, LLC
Mayor Altznauer advised the council a business license application has been received from Nicolas Delair at 262 East Main Street. The business is Eastern Electric, LLC for electrical contracting and is a home office which is allowed. Tony Sells made motion to approve the business license for Nicolas Delair at 262 East Main Street for Eastern Electric, LLC, a home office. Adam Beckstine seconded, all voted in favor and motion carried.
DISCUSSION – RUTLEDGE EVENT SIGN
Mayor Altznauer advised the Council that the Garden Club came to him and asked to address the
Welcome and event sign. Only one company has come back with a quote, the Stewart Company. I met Pam Stapp last week. I don’t have a quote on the brick work. I like the idea of the sign being 4 X 8, we just need to find a corner to put it on. The price is $5,900.00 for double sided, that does not include brick. I would like to put it on 278 on the bank property. I will reach out to a couple more companies. Eva, the Depot director said she would change the wording when needed. Brandie Owens said she also thought the bank property would be best.
PARK UPDATE
Mayor Altznauer informed the Council the plaque that used to be in the downtown park has been located. He said that checks off one of the conditions on the park easement. Nothing has been done in the last two weeks. We can’t burn the debris because of the burn ban. I am waiting to talk to Ricky about running water and sewer. Once everything is cleaned up and grass is planted, we can start looking at ideas for a gazebo and bathroom. The biggest thing is getting it signed over to the City.
Adam Beckstine made motion to adjourn at 6:37 PM. Tony Sells seconded, all voted in favor and motion carried.
