CITY OF RUTLEDGE PUBLIC HEARING/REGULAR MEETING - MARCH 19, 2024
CALL TO ORDER
Mayor Bruce Altznauer called to order the Public Hearing on the above date. Council members Tony Sells, Adam Beckstine and Brenda Thompson were present. Council member Brandie Owens was absent. Morgan County Planner Tara Cooner was present as were members of the public.
PLEDGE OF ALLEGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
ZONING MAP AMENDMENT REQUESTED BY TREVOR BREEDLOVE FOR .5 ACRES
ON NUNNALLY ST. FROM NMU TO R2 (R04-022A)
Morgan County Planner Tara Cooner addressed the Council and went over the Planning Commission Staff Report for the zoning map amendment request for .5 acres on Nunnally Street from NMU to R2. She said the plat does meet zoning requirements and shows the area as residential and makes it more in compliance with the comp plan. She said fifteen acres will be left and if they want an entrance on Nunnally Street there will not be enough feet. The applicant said they are not interested in an entrance on Nunnally for the remaining acreage.

Mayor Altznauer stated the Public Hearing is now closed.
CONSIDERATION OF ZONING MAP AMENDMENT BY CITY COUNCIL
Council member Adam Beckstine made motion to approve the zoning map amendment for .5 acres on Nunnally Street from NMU to R2 (portion of tax parcel R04-022A) requested by Trevor Breedlove. Brenda Thompson seconded, all voted in favor and motion carried.
Mayor Altznauer called to order the regular meeting.
APPROVAL OF MINUTES
Council member Brenda Thompson made motion to approve the February 20, 2024, meeting minutes as submitted. Tony Sells seconded, all voted in favor and motion carried.
ESPLOST INFORMATION – DR. VIRGIL COLE, SUPERINTENDENT
Superintendent Cole addressed the Council about the upcoming 2024 ESPLOST. He said this time the plan is to build a new elementary and primary school. He stated the new ESPLOST would not start until 2026 but the vote will be May 21, 2024. After answering questions from the council about the school plans, Superintendent Cole thanked the Council for letting him speak and hoped they would vote in May.
DISCUSSION REGARDING COMPLAINT ABOUT SAFETY OF PLAYGROUND EQUIPMENT AT DOWNTOWN CITY PARK
Mayor Altznauer advised the council a complaint had been made regarding the playground equipment in Central Park. He said she is the Hard Labor Creek Park manager. She is certified in playground safety and she was in uniform but came in on personal a level. The first issue was the see-saw. We have corrected that by removing the entire thing. The biggest offender was the fire truck that the kids climb and wear hoodies and could get all tangled. The issue with the slide is the platform is too small and it is steep. The were no issues with the swings except the depth of the mulch. Mayor Altznauer said I propose we remove the fire truck and slide but keep the swings and put some picnic tables in. Tony Sells said we have a wonderful playground at Veteran’s Park. Adam Beckstine made motion to remove the fire truck and slide from the park and replace it with picnic tables. Tony Sells seconded, Adam Beckstine voted in favor, Brenda Thompson voted against and Mayor Bruce Altznauer voted in favor and motion carried with a constitutional majority.
Tony Sells made motion to adjourn at 6:49 pm. Brenda Thompson seconded, all voted in favor and motion carried.
