CALL TO ORDER
Mayor Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council Members Tony Sells and Brenda Thompson were present. Council members Adam Beckstine and Brandie Owens were absent. Morgan County planner Tara Cooner was present. There were no citizens present.
PLEDGE OF ALLEGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Council member Tony Sells made motion to approve the minutes of the September 19, 2023, meeting as submitted. Brenda Thompson seconded, all voted in favor and motion carried with a constitutional majority.
DONATION OF BENCHES – BEAUTIFICATION
Mayor Altznauer informed the Council that Molly Lesnikowski with Beautification and Benita Sheese has donated money to buy four benches for Veteran’s Park. He stated that they had already paid the City for the benches and all we must do now is order them. Council members were thankful for the donations.
SPLOST VIII – LIST AND RESOLUTION
Mayor Altznauer advised the Council that the City will need to make a new list for SPLOST VIII. This will have to be on the upcoming ballot. The list is due by the end of the month and a resolution needs to be sent to the election office in November. As soon as the list is finalized, we will email it to you. REQUEST POURING LIQUOR BY THE DRINK
Debbie Kilgore stated that Greg Sherrill called and inquired about pouring liquor by the drink. She advised Mr. Sherrill that pouring liquor by the drink was not allowed according to the Rutledge Ordinance section 4-104. He inquired about how to change it. City Attorney John Nix advised there would have to be a referendum and be put on the ballot. He said the council can pass a resolution and call for a referendum or Rutledge citizens can petition for this to be on the ballot but it must be 15% of registered voters. After discussing the issue, the council decided that they are not inclined to pass a resolution due to the fact the ordinance does not allow it.
ANNEXATION
Mayor Altznauer said he had a meeting with Ben Riden, Blake McCormick, Chuck Jarrell and Tony Sells. He said we discussed Rutledge annexing parts of the County because if we don’t do it, Social Circle most likely will. Brenda Thompson asked if Social Circle was interested in annexing into Morgan County. Mayor Altznauer said he talked to David Keener and he led him to believe they would come over. Debbie Kilgore asked about Rutledge’s water service area. Chuck Jarrell stated that if we don’t already have water in that area and Social Circle can provide it, we lose it.
Tara Cooner stated when vehicle plants come in the trucks and distribution plants come in. She said the City can offer lower taxes for a while or free trash pick-up. She said people may be willing to annex to keep the trucks and distribution plants out. Mayor Altznauer said our water operator is figuring up the cost to run water lines. He said my concerns are the costs for the city.
Chuck Jarrell stated that the county would be willing to assist with costs. He advised the council that he already has a meeting scheduled with a developer that has the Shepherd property and they can invest to extend utilities. He said I brought four options for annexation and number one and two would be the most critical at this point. He advised the Council to set up a meeting next week since two members were out and missed this meeting and he and Tara Cooner would come back out to discuss the issues.
ELECTRIC CHARGING STATIONS
Mayor Altznauer stated that the contract for the charging stations was sent to the City Attorney and requires some changes and can’t be approved until changes are made with the Attorney’s approval.
Brenda Thompson made motion to adjourn at 7:37 pm. Tony Sells seconded, all voted in favor and motion carried with a constitutional majority.
