CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tony Sells and Adam Beckstine were present as were members of the public. Council member Brandie Owens was absent.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the February 16,2021 meeting as submitted. Adam Beckstine seconded, all voted in favor and motion carried.

SOUL SHINE MERCANTILE – REQUEST FOR ALCOHOL LICENSE

Shannon and Bremen Sengstack were present and addressed the council and stated they are still questioning what will fit the community and have been talking to the residents in town. They said they have a pre school in Decatur and in Atlanta. This is like a daycare and we provide activities for the kids. We are looking for a community vibe, a community gathering space and would like to pour for folks while they are on the premises. We are doing some renovations on the building. We see a need for something for parents and kids and it is something the community wants. We asked for the ordinance and first talked about Growlers and the ordinance does not allow. We are looking at providing activities and daycare for the kids and parents could come in and in the back area they could have a drink of wine or beer it would be like a sip and see. The front area would be for the kids with childcare provided and the back area would be for the parents. Council member Tony Sells said there would be a bar where children are allowed. Ms. Sengstack said the primary area in front is for the kid’s activities and we are restoring about 400 sq ft in the back where the adults could come and have a glass of wine or beer. Council member Adam Beckstine said he had been to a place similar to that in Athens. Brenda Thompson made motion to table the request for Soul Shine Mercantile alcohol license request to do further research and get more information. Adam Beckstine seconded, all voted in favor and request was tabled.

MEMORIAL DAY ANNUAL MOTORCYCLE RIDE – REQUEST FOR ROUTE THROUGH RUTLEDGE

Mayor Altznauer advised the council that Stan Mauldin who hosts the Memorial Day motorcycle ride wants to change the route they normally take. He said they want to turn off Hwy 278 on Newborn Road and go down Fairplay to Hard Labor Creek. He said the merchants will most all be closed due to the holiday. He said that Mr. Mauldin would come to next months council meeting if he needed to.

MONTHLY UPDATE – MAYOR ALTZNAUER

Mayor Altznauer stated he had spoke to the County Manager Adam Mestres about help with paving the Fire Department parking lot. Adam Mestres informed him that the county sold all their paving equipment and now contracts everything out. The County Manager stated that it probably would cost around $40,000.00 to $50,000.00 and suggested that the City get a quote from East Coast Grading. He said the county manager also informed him that Rutledge would get around $234,000.00 in COVID19 relief money but we have not formally been notified by the state.

Mayor Altznauer stated the engineers, Carter & Sloope had submitted some information about the parking lot behind town and it will come before the council at the next meeting in April. The money will go for demo, grading, drainage, lighting and storage containers.

Adam Beckstine made motion to adjourn the meeting at 7:36 pm. Tony Sells seconded, all voted in favor and motion carried.
