CALL TO ORDER

Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tony Sells, Brandie Owens and soon to be sworn in Adam Beckstine were present, as were members of the public.

PLEDGE OF ALLEGIANCE

Mayor Altznauer called for and led the Pledge of Allegiance.

Agenda item # 3 moved to item # 8 due to Judge not yet present and Beryl Dixon (Citizen Complaint) also not present.

APPROVAL OF MINUTES

Brenda Thompson made motion to approve the minutes of the August 18, 2020 meeting as submitted. Brandie Owens seconded, all voted in favor and motion carried.

APPROVAL FOR ADDITIONAL CHARGE FOR CONDUIT – CAMERA INSTALLATION

Mayor Altznauer advised the council when installing the new cameras, the workers found the cables for the old cameras were not installed with conduit, they were just buried. He stated that may be the reason the old ones did not work properly. The extra cost that was not budgeted is $3970.00. Brenda Thompson made motion to approve the $3970.00 for the conduit. Tony Sells seconded, all voted in favor and motion carried.

DR. VIRGIL COLE – MORGAN CO. SCHOOL SUPERINTENDENT – ESPLOST REFERENDUM

Dr. Virgil Cole informed the City Council that ESPLOST VI will be on the ballot in the General Election November 3, 2020. He advised the council that two great schools have been built with ESPLOST V and this will be used to help pay off remaining debt and hope to also use it for technology. He said this will appear near the bottom of the ballot on election day. We rolled back our tax rate and you have not seen any lower. He said I just wanted to come out and say hello and remind people and answer any questions about the ESPLOST. He also advised the council they have 85% in person classes. Internet is our biggest issue as far as virtual learning. We currently, when needed send out buses with WIFI. Dr. Cole thanked the council for allowing him to come.

INFORMATION ON METER INSTALLATION

Mayor Altznauer informed the council that we decided to accept the quote for Delta Municipal for the meter replacement. It is basically $50,000.00 less than the other two. Meters are warranted longer, it will be drive by with a box in the truck that gathers the readings and usage. He stated this should increase revenue. Some of the meters around the city are really old. Brandie Owens asked if it was just the meters in the City. He said it will be every meter on the Rutledge water system. It will take about two weeks to replace all the meters.

SWEARING IN COUNCIL MEMBER POST #1 – ADAM BECKSTINE

Mayor Altznauer stood to administer the Oath of Office and asked Adam Beckstine to place his hand on the Bible and repeat after him “I do so solemnly swear that I will faithfully perform the duties of Council Member seat # 1 of the City of Rutledge and that I will support and defend the charter thereof as well as the constitution and laws of the State of Georgia and the United States of America”. Mayor, Council and citizens clapped and congratulated new council member Adam Beckstine. City Clerk Debbie Kilgore informed council member Beckstine that he will be required to take a newly elected officials’ class and she would send the information to him as soon as it was available and would email him everyone’s contact information.

Tony Sells made motion to adjourn at 7:33 pm. Brenda Thompson seconded, all voted in favor and motion carried.
