CALL TO ORDER
Mayor Bruce Altznauer called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson,Tony Sells and Brandie Owens were present as were members of the public.
PLEDGE OF ALLEGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
APPROVAL OF MINUTES – JULY 21, 2020 AND JULY 30, 2020
Brenda Thompson made motion to approve the minutes of the July 21, 2020 meeting minutes as submitted. Tony Sells seconded, all voted in favor and motion carried. Tony Sells made motion to approve the minutes of the July 30, 2020 meeting as submitted. Brenda Thompson seconded, all voted in favor and motion carried.
CARES ACT GRANT UPDATE
Mayor Altznauer advised the council that the Governor distributed the funds to all counties in Georgia. He stated you must apply for it. Our amount is $41,000.00. We will be required to tell them what we are spending it on and must be COVID related. For the first phase we will get 30% of the $41,000.00, which will pay for the cameras, laptops and cleaning supplies. He said the laptops will be set up for if we should have a second wave of the virus, we will be able to work remotely. Our new building has been a blessing with the drive thru. Brandie Owens asked if the county gets the money. The mayor said the county will receive the money and disburse it to the cities.
APPROVAL OF RESOLUTION TO AUTHORIZE THE EXECUTION OF THE CORONAVIRUS RELIEF FUND TERMS AND CONDITIONS AGREEMENT; TO AUTHORIZE THE ACCEPTANCE OF GRANT PAYMENTS, INCLUDING ALL UNDERSTANDINGS AND ASSURANCES CONTAINED WITHIN SUCH AGREEMENT; TO DIRECT AND AUTHORIZE THE PERSON IDENTIFIED AS THE OFFICIAL REPRESENTATIVE OF THE CITY TO ACT IN CONNECTION WITH THE GRANT APPLICATION; TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED.
Brenda Thompson made motion to approve the Resolution to Authorize the Execution of the Coronavirus Relief Fund Terms and Conditions Agreement; To Authorize the Acceptance of Grant Payments, Including all understandings and Assurances Contained Within Such Agreement; to Direct and Authorize the Person Identified as the Official Representative of the City to Act in Connection with the Grant Application; and To Provide Such Additional Information as May be Required. Brandie Owens seconded, all voted in favor and motion carried.
COMMUNITY DEPOT UPDATE
Mayor Altznauer advised the Council that Jennifer Buzbee was doing a great job with the Community Depot. He said they have a Farmers Market every Wednesday and had a particularly good day last week. They have started the Depot Jam and had a class on the History of the Christian Church. They have Painting with Cindy, Yoga and Pottery all on the calendar. Brandie Owens asked if the library was back open. Mayor Altznauer stated that Jennifer is still looking for solid volunteer workers.
BUSINESS LICENSE APPROVAL – JENNY KENNEDY
Mayor Altznauer advised the Council that a business license application had been submitted from Jenny Kennedy located at 117 West Main Street for Sign – O – Brations, LLC. He said these are signs that are rented out for people to put in their yards for special occasions such as birthdays and are personalized with their names. He stated it is a home business and is allowed.
Tony Sells made motion to approve the business license for Jenny Kennedy in the name of Sign-O-Brations located at 117 West Main Street. Brenda Thompson seconded, all voted in favor and motion carried.
