CALL TO ORDER
Mayor Bruce Altznauer called to order the public hearing / regular meeting on the above date. Council members Tony Sells and Tim Smith were present as were members of the public. County planner Tara Cooner was also present.
PLEDGE OF ALLEDGIANCE
Mayor Altznauer called for and led the Pledge of Allegiance.
PUBLIC HEARING – PROPOSED ZONING MAP AMENDMENT REQUEST BY SHANNON MCCOLLUM FOR 2.18 ACRES LOCATED AT 301 EAST DIXIE HWY FROM LOW DENSITY RESIDENTIAL (R1) TO AGRICULTURAL RESIDENTIAL (AR)
Tara Cooner Morgan County Planner presented the staff report to the City Council for the zoning map amendment for 2.18 acres located at 301 East Dixie Highway. The application was submitted by Shannon McCollum. The applicant wants to construct a shop building. The zoning ordinance limits the size of outbuildings in all zoning districts except (AR.). She said when rezoning it needs to be adjacent to that zone. They could have asked for a variance or a rezone. Tara Cooner advised the council the Morgan County Planning and Zoning Commission voted unanimously to approve the application. Tony Sells asked what size building. She said the size submitted in the application is 30 X 50. Jeff Chang, representing the applicant stated the size has changed to 20 X 40. We don’t want to see a lot of building. It will be metal but then we plan to put maybe some cedar siding on it. I will be using it to restore old cars, specifically old BMW’s.

Mayor Altznauer called for public comments in favor of the application. There were none. Mayor Altznauer called for public comments in opposition of the application. There were none.
Mayor Altznauer asked if there were any final comments from the staff or the applicant. There were none. After calling for public comments and final comments Mayor Altznauer advised that the public hearing was closed.
CONSIDERATION OF APPLICATION BY CITY COUNCIL
Tim Smith made motion to approve the application for zoning map amendment request by Shannon McCollum for 2.18 acres located at 301 East Dixie Hwy from R1 to AR. Tony Sells seconded, all voted in favor and motion carried with a constitutional majority.

APPROVAL OF MINUTES
Tony Sells made motion to approve the minutes of the February 18, 2020 meeting as submitted. Tim Smith seconded, all voted in favor and motion carried with a constitutional majority.
