CALL TO ORDER
Mayor James Bratcher called to order the regular meeting of the Rutledge City Council on the above date. Council members Brenda Thompson, Tim Smith and Bruce Altznauer were present as were members of the public. Council member Chad Cook was absent.
APPROVAL OF MINUTES
Brenda Thompson made motion to approve the minutes of the July 21, 2014 public hearing as submitted. Bruce Altznauer seconded, all voted in favor and motion carried. Tim Smith made motion to approve the minutes of the July 21, 2014 regular meeting as submitted. Brenda Thompson seconded, all voted in favor and motion carried.
SECOND READING OF ORDINANCE TO AMEND ARTICLE III CHAPTER 36 – SPECIAL EVENTS
Brenda Thompson made motion to approve the second reading of the ordinance to amend Article III, Chapter 36 adding Special Events. Tim Smith seconded, all voted in favor and motion carried.
SECOND READING OF ORDINANCE TO AMEND ARTICLE I CHAPTER 26 –PROHIBITING EXCESSIVE WEEDS AND VEGETATION
Tim Smith made motion to approve the second reading of Ordinance to amend Article I, Chapter 26 – Prohibiting Excessive Weeds and Vegetation. Tim Smith seconded, all voted in favor and motion carried.
APPROVAL OF SECOND READING OF ORDINANCE TO AMEND CHAPTER 8 – ANIMAL ORDINANCE
Brenda Thompson made motion to approve the second reading of Ordinance to Amend Chapter 8 of Animal Ordinance. Tim Smith seconded, all voted in favor and motion carried.
APPROVAL OF SECOND READING OF ORDINANCE TO AMEND ARTICLE 2, 11 AND 12 OF THE RUTLEDGE ZONING ORDINANCE REGARDING PERSONAL CARE
Tim Smith made motion to approve the second reading of the Ordinance to Amend Article 2, 11 and 12 of the Rutledge Zoning Ordinance regarding Personal Care. Bruce Altznauer seconded, all voted in favor and motion carried.
APPROVAL OF SECOND READING OF ORDINANCE TO AMEND ARTICLE 2, AND 11 OF THE RUTLEDGE ZONING ORDINANCE REGARDING INNS
Tim Smith made motion to approve the second reading of the Ordinance to Amend Article 2, and 11 of Rutledge Zoning Ordinance Regarding Inns. Bruce Altznauer seconded, all voted in favor and motion carried.
APPROVAL OF SECOND READING OF ORDINANCE TO AMEND ARTICLES 2, 11 AND 12 OF THE RUTLEDGE ZONING ORDINANCE REGARDING EVENT FACILITIES
Tim Smith made motion to approve the second reading of Ordinance to Amend Articles 2, 11 and 12 of the Rutledge Zoning Ordinance Regarding Event Facilities. Brenda Thompson seconded, all voted in favor and motion carried.
CODE ENFORCEMENT REPORT
Mayor Bratcher advised that Joseph Pritchet had submitted a report regarding a complaint about goats at 165 E. Main Street. Steven McCarthy was present and addressed the council in regards to the code enforcement report about goats being on his property. He stated that he owns two goats and they are for his children’s 4-H project. He admitted he knowingly broke the ordinance. He said can the council not make an amendment to allow for 4-H projects. He said other places allow it. He said that they will be going to market in October. Kelli McCarty said only one person had complained. Brenda Thompson asked how large the pen was. He said 8 X 5. Tim Smith asked if they had goats last year. They said yes from July to October. Kelli McCarty said council member Chad has chickens. Brenda Thompson said that Chad Cook was not in violation of the ordinance. Bruce Altznauer stated we can’t change it tonight. Debbie Kilgore advised the council that this issue last year was the reason former mayor Knight went to Planning and Zoning because the ordinance basically said only dogs and cats were allowed in Rutledge unless it was zoned agriculture. That is the reason for the change but their lot is still not large enough. Bruce Altznauer made motion to table the issue until next month and consult with Chuck Jarrell and the City Attorney. Tim Smith seconded, all voted in favor and motion carried.
