CALL TO ORDER
Mayor Pro Tem Brenda Thompson called the City of Rutledge budget hearing to order on the above date. Council members Tim Smith and Chad Cook were present as were members of the public. Mayor James Bratcher and council member Bruce Altznauer were absent due to illness.
BUDGET DISCUSSION
City Clerk Debbie Kilgore went over the general fund budget and discussed the changes she had made since the last hearing. She said she changed the property tax figures to $66,986.00 per their request. She advised the council that Ed Hogan had delivered a copy of a revised recreation and parks budget. She said the total remained $3675.00 but the line item for music of $1000.00 was taken out and the park maintenance line item was increased to $1300.00. Brenda Thompson asked what did park maintenance include. She stated that this was not a clear budget and needed explaining. She said I think we need an account each month on how the money is spent. Debbie Kilgore advised the council that the past nine years recreation was given $2000.00. The recreation department asked for more than $6000.00 last year but only $2000.00 was approved. Brenda Thompson said doesn’t the city take care of the maintenance. Don’t we cut all the grass? Debbie Kilgore said that the city does the general maintenance for both parks. Chad Cook stated that there could be some conflicts and maybe the City would need to handle the checking account. After much discussion it was decided to give recreation the $2000.00 that they had been receiving and discuss how to disburse the money at the regular meeting in July.
Debbie Kilgore stated that the general fund was short about $3000.00. She said that when figuring the local option sales tax she forgot that extra tax would be generated from the new Dollar General. She stated that increasing the sales tax revenue and decreasing the recreation line item because the music money was taken out would balance the general fund. The council advised her to make the changes.
Debbie Kilgore went over the revenue and expenses for the water and sewer fund and went over the expenses and revenues for the special purpose local option sales tax. After going over each line item she asked if there were any questions. There were none.
PUBLIC INPUT
John Artz made comments about the county millage rate ad. There were no other public comments.
BUDGET ADOPTION
Chad Cook made motion to approve the resolution to adopt the fiscal year 2014/2015 budgets with the changes discussed. Tim Smith seconded, all voted in favor and motion carried.
