CALL TO ORDER
Mayor Pro-Tem Brenda Thompson called the regular meeting of the Rutledge City Council to order on the above date. Council members Chad Cook, Tim Smith and Bruce Altznauer were present as were members of the public. Mayor James Bratcher was absent.
APPROVAL OF MINUTES
Chad Cook made motion that the minutes of the May 19, 2014 minutes be approved as submitted. Tim Smith seconded all voted in favor and motion carried.
APPROVAL OF PROCLAMATION
Debbie Kilgore advised that they had already approved to write a proclamation for Camp Sunshine at a former meeting. Brenda Thompson read the proclamation. Debbie Kilgore stated that they had asked that some of the council attend the flag raising on Monday. She said that Mayor James Bratcher was going to try and attend. Brenda Thompson and Bruce Altznauer stated that they would also try to attend.
MANHOLE REHABILITATION INFORMATION
Debbie Kilgore advised the council that the city was exceeding the permit limits at the oxidation pond because of infiltration. Quotes have been received to rehabilitate the worst of about half of the manholes she advised. A company called M-KO Contractors, LLC submitted the lowest quote at $17,234.00. She stated that the money was in the budget in the repairs and maintenance sewer line item. She said that the work would begin next week.
SPEED HUMP REQUEST – ZACK PACE
Mr. Pace addressed the council and said that there are two speed humps on McDonough Street. He advised that Hawkins Avenue is very narrow two cars can’t pass and go too fast. He said I am surprised someone has not been killed already. He said the speed limit is 15 miles per hour. He said that people come off 278 really fast. He said he is requesting the City put in a speed hump. The council agreed to budget a speed hump.
CHAMBER OF COMMERCE CONTRIBUTION INCREASE
Debbie Kilgore advised that the Chamber was asking for an increase from $1000.00 to $1500.00.
Tim Smith asked if this was the first time that they had asked for an increase. Debbie Kilgore stated that they pay for ten memberships and this was in place when Bill Spann was mayor. Brenda Thompson stated it was not fair to pay for some and not all. We can still support the Chamber. Chad Cook said can we think about this for a couple of weeks. Mrs. Pace said the merchants should pay their own dues.
CHARTER LEASE AGREEMENT
Debbie Kilgore advised the Council that Charter pays $600.00 each year to have their antenna on the water tower on Fairplay Street. She said they are terminating the lease and removing the antenna.
ORDINANCE UPDATE DISCUSSION – ANIMALS AND SPECIAL EVENT
Debbie Kilgore stated that Tara Cooner had submitted the changes to the animal ordinance and special event facilities for you to look over. She said it will have to be sent to the attorney to be put in ordinance format. After the attorney sends it back we will have to have two readings. She said the Planning commission will send their recommendations on the text amendments next month.
UPDATE ON PAVING PROJECTS
Debbie Kilgore stated that she had met with Pittman Construction in regards to the paving projects on E. Main Street and Fairplay. She said that Jim would be meeting with his crew and would call back and let us know a date we can expect them to start the paving.
BUDGET HEARING AND ADOPTION DATES
Debbie Kilgore stated that budget hearing was set for June 23, 2014 at 6:30 and budget adoption June 30, 2014 at 7:00.. The Council agreed to these dates.
EXECUTIVE SESSION – PERSONNEL
Chad Cook made motion to exit regular session for the purpose of entering executive session to discuss personnel. Tim Smith seconded, all voted in favor and motion carried.
Tim Smith made motion to exit executive session at 8:08. Bruce Altznauer seconded , all voted in favor and motion carried.
