CALL TO ORDER
Mayor Spencer Knight called to order the regular meeting of the Rutledge City Council on the above date. Council members Chad Cook and Bill Spann were present as were members of the public. Council members James Bratcher and Brenda Thompson were absent.
ANNOUNCEMENTS
Mayor Knight advised the council and newspaper reporter that the Morgan Co. Elementary school was planning an event called MCES Trick or Trot. He said it is a 5K-1mile fun run and will be on October 27, 2012 at 7:00am.
APPROVAL OF MINUTES
Chad Cook made motion that the minutes of the September 17, 2012 meeting be approved as submitted. Bill Spann seconded, all voted in favor and motion carried with a constitutional majority.
BUSINESS LICENSE APPROVAL
Mayor Knight advised the council that a business license request had been submitted from Vivint, Inc. out of Provo, Utah for sales and installation of security systems. He said according to the information we have obtained they are a high pressure sales company. Chad Cook made motion to table the request until someone from the company chose to come before the council. Bill Spann seconded, all voted in favor and the request was tabled.
CHRISTMAS DECORATION REQUEST
Mayor Knight stated that he had received a request for the city to leave Christmas decorations up until the 6th of January. He said that this was discussed last year. Frankie Beers was present and stated that the council voted last year against it. Mayor Knight stated that it was discussed and turned down last year. He said that the decorations would come down before New Year’s Day. He said we put them up really early every year before Thanksgiving for Christmas in the Country. No motions were made.
PLANNING COMMISSION MEMBER APPOINTMENT
Mayor Knight informed the council that Jonathon Tonges’ term on the Planning Commission would end December and he would be willing to serve again if the council so desires. Chad Cook made motion to re-appoint Jonathon Tonge as Rutledge’s representative on the Morgan County Planning Commission. Bill Spann seconded, all voted in favor and motion carried with a constitutional majority.
UPDATE ON PARK CONSTRUCTION
Mayor Knight advised the council and public that the park was coming along well and looking good. He said the tennis courts will be put out to bid soon. He said the skate park was finished.
NPDES (WASTEWATER) PERMIT RENEWAL-NEW REQUIREMENTS
Mayor Knight stated that it was time to renew the wastewater permit and there is a new requirement which will mean that more chemicals will have to be used. We will be required to de-chlorinate the water before discharging into the stream.
Chad Cook made motion to adjourn at 7:15pm. Bill Spann seconded, all voted in favor and motion carried with a constitutional majority.
